Job summary

The State of Maine's Office of Information Technology (MaineIT) is seeking a senior application developer to design, develop, test, and maintain complex enterprise applications. You will lead development teams, ensure governance across the lifecycle, and collaborate with Security, Architecture, and Infrastructure to deliver scalable solutions.

Hybrid option with up to 90% remote work and in-office presence at least every two weeks in Augusta.

Qualifications

  • Four years of programming experience with higher level languages and two years at Programmer Analyst level, or a CS degree with two years at Programmer Analyst level.
  • Bachelor in Computer Science required; Masters may substitute for one year.
  • Experience with enterprise software development, SDLC and Agile methodologies.

Responsibilities

  • Design, develop, test, debug, and maintain complex application programs and systems.
  • Manage development lifecycle from development to production under MaineIT governance.
  • Lead senior developer teams and coordinate with Security, Enterprise Architecture, and Infrastructure.

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. What WILL YOU DO?
Application Development-
  • Design, develop, test, debug, document, andmaintaincomplex application programs and systems
  • Prepare detailed design specifications forhighly complexand large-scale systems
  • Troubleshoot and resolve system problems to ensure continuous availability and proper functioning of applications
  • Diagnose and isolate complex application software problems; implement effective solutions considering system capacity, limitations, and desired results
  • Review code for efficiency, organization, and quality; deliver fully tested deployments
  • Manage coderepository/versioningsystems (e.g., GitHub, Subversion) and apply test-driven development practices
  • Maintain assigned systems, responding to and resolving issues promptly
Technical Expertise-
  • Work as a senior member of developerteamsthat arebuilding policy-compliant, sustainable, extensible, and maintainable solutions
  • Manage solution lifecycle stages (development → test → staging → production) consistent with MaineIT governance requirements
  • Develop test plans thatvalidatefunctionality, data classification compliance, and governance adherence
  • Communicate policy impacts, technical requirements, and project status to stakeholders clearly and effectively
Platform and Policy Compliance -
  • Ensure solutionscomply withState of Maine policies (Data Classification, Application Deployment Certification, Configuration Management, Architecture Compliance, Information Security, SDLC, Digital Accessibility, Security Assessment Authorization)
  • Verify data classification for all data used, transmitted, or stored
  • Ensure proper role-based access control and least-privilege principles
  • Manage application deployment certification processes for production releases
  • Coordinate with Security, EnterpriseArchitecture, and Infrastructure teams for risk assessments, compliance reviews, and audits
ProposalAssessments and Solution Identification -
  • Participate in RFP review committees andserve ontechnical assessment teams
  • Evaluate proposed solutions by third party vendors and internal teams for validity and technical viability
  • Work withdisparatestakeholders to identifyand document business requirements,outlinepotential solutions,create architectural andsystem design documents

  • Demonstrated success building solutions on major enterprise platforms (e.g. Microsoft Power Platform, Salesforce or Workday Extend)
MINIMUM QUALIFICATIONS

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent. A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.
