The primary focus of the Public Service Manager series is to administer statewide policies or programs, and to directly manage and oversee operating, support or administrative functions of an agency or agency subdivision with differing levels of scope, accountability and complexity. This position, Technology Policy and Programs Manager, will engage stakeholders on delivery of programs whole setting performance expectations for staff inclusive of coaching and support. While this role will be key in a number of different program service delivery functions (Digital Accessibility for all Executive Branch entities and associated policy waivers, IT Policy Development including IT Policy involving Procurements, OIT Internships, FOAA, E-Discovery, IT Procurement) within OIT impacting Executive Branch agencies at various stages among other key stakeholders. Update OIT Policies and over see the Policy Team Coordinate Accessibility Resources for reviews Managing Digital Accessibility Resources available Review Digital Accessibility Waivers, Scans for Digital Accessibility vulnerabilities related to IT Policies for the State of Maine Maintain Accessibility Communication to the internal and external stakeholders Review Procurements related to Digital Accessibility policy Manage documentation/record keeping on Digital Accessibility in Workflows Produce updates and periodic Communications on changes Maintain Training Content for State of Maine staff and external stakeholders Update Digital Accessibility Websites and Materials Create and Conduct Training on Digital Accessibility for enterprise purposes. Knowledge of state-of-the-art and emerging information technology including networking, telecommunications, platforms, operating systems, integration, and security related to digital accessibility under WCAG and Department of Justice/ADA requirements. Knowledge of enterprise infrastructure management programs theories and practices. Knowledge of systems development methodologies and technologies. Knowledge of project management tools and techniques and their application in team and customer settings. Ability to evaluate information technology systems for achieving digital accessibility standards meeting WCAG and DOJ/ADA requirements. Ability to evaluate equipment for integration and compatibility with State systems and to meet the needs of State agencies involving digital accessibility. Ability to measure and attain the satisfaction of the agency's customers, and to gain support for new ideas to meet digital accessibility objective as well as determine IT Policy compliance with Digital Accessibility. Ability to plan, prioritize, direct and evaluate the operations of a complex, multi-faceted information technology service organization on behalf of its customers. Ability to achieve process improvement while leading others towards a shared objective. Ability to communicate effectively, both orally and in writing. Ability to work in a matrix management structure influencing outcomes without having line management authority. Ability to work with others to articulate a strategic direction and build support for long term vision and change.
Seven (7) years of progressively responsible experience in application system analysis and/or programming including a minimum of one (1) year in a working supervisor role with direct experience managing time, attendance and performance - OR- a Bachelor’s Degree and three (3) years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role with direct experience managing time, attendance and performance -OR- a Master’s Degree and one (1) year of progressively responsible experience in application systems analysis while serving in a working supervisor role with direct experience managing time, attendance and performance.
