Job summary

The Office of the Chief Technology Officer (OCTO) in Washington, DC seeks an experienced Master Program Manager to oversee a large web portfolio, including the dc.gov redesign. You will ensure scope, milestones, and status visibility across all active projects.

You will partner with OCTO SMEs, manage vendor contracts, and drive governance across multi-agency digital initiatives, including AI-enabled search integration.

Qualifications

• Translate technical and business requirements into actionable project scope with SMEs.
• Experience drafting SOWs, deliverables, and acceptance criteria for vendors.
• Manage multi-project portfolios with PM tooling and reporting cadence.
• Bachelor's degree in a related field or equivalent experience.
• 11 years of program/project management, incl. large CMS/web migrations.
• Experience managing multi-stakeholder government or enterprise projects.
• Working knowledge of Drupal CMS and content migration practices.
• PMP certification preferred.
• Familiarity with AI/ML project timelines and dependencies is a plus.
• Strong communication, organizational, and stakeholder management skills.
• Prior DC government or public-sector experience preferred.

Responsibilities

• Establish and maintain a portfolio-wide tracking system (RAID, milestones, dashboards).
• Run a recurring status reporting cadence to OCTO leadership.
• Define project requirements with OCTO SMEs, incl. vendor initiatives.
• Advise on vendor scoping, SOWs, and deliverables.
• Track risks, issues, dependencies, and actions; escalate as needed.
• Report status and readiness for the dc.gov relaunch as the flagship.
