Senior Program Manager – National Security Contract (TS/SCI)

Job summary

MANTECH seeks a Program Manager to support senior management on a critical National Security mission for an Intelligence Community client in the Fort Meade, Maryland area.

Responsibilities include managing contract cost, schedule, and performance; serving as the primary contact for CO/COR and program leadership; directing multi-vendor resources; and ensuring quality assurance, risk management, and timely reporting across the program lifecycle.

Qualifications

• Bachelor’s degree; four (4) years of additional relevant program management experience may be substituted for a degree.
• Fifteen (15) years of experience as a program or project manager managing programs and contracts of similar scope, type, and complexity.
• Experience managing multi-task contracts and subcontracts of various types and complexity, as well as leading a multi-vendor environment.
• Experience conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
• Experience managing and controlling funds and resources using advanced reporting mechanisms.
• Knowledge of the guidelines provided by the FAR, DFARS, DoD 5000 series, and ICD 801 policies.

Responsibilities

• Managing the cost, schedule, and overall performance of the contract.
• Serving as the primary point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the contractor's senior management.
• Directly contributing to program efforts, including cost management and avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
• Ensuring the proper execution of tasks necessary to achieve optimal contract efficiency and effectiveness.
• Utilizing expert communication skills to direct skilled technical resources, report on technical progress, flag issues and problem areas, and write and review technical documents.
