Job summary

ICF is seeking an experienced Senior Program Manager to lead a federal program supporting law enforcement, intelligence, and security operations. The role is onsite in Washington, D.C., requiring U.S. citizenship and the ability to obtain necessary clearances.

The ideal candidate will bring 10+ years of program management experience in related domains, PMP preferred, and a track record coordinating with U.S. government partners and embassies on complex, sensitive initiatives.

Qualifications

• U.S. Citizenship required; must reside and work in the U.S.
• Minimum 10 years of program management experience in law enforcement or intelligence programs.
• Ability to meet security/suitability requirements.
• PMP certification or comparable credential preferred.
• Bachelor’s or advanced degree in the fields listed.
• Experience with U.S. State Department, Diplomatic Security Service, or similar federal agencies.
• Experience in criminal case management, personnel background checks, and protective operations.
• Understanding of U.S. foreign affairs and embassy operations.
• Experience supporting overseas missions or embassy security.
• Familiarity with investigative case management systems and background investigation workflows.
• Experience managing federal contracts and monitoring deliverables.

Responsibilities

• Lead day-to-day program execution, including staffing, schedules, budgets, performance monitoring, and quality assurance.
• Serve as the primary point of contact for government stakeholders, coordinating priorities, resolving issues, and communicating program status.
• Oversee support for criminal case management, including case tracking, documentation, information coordination, and reporting.
• Manage support for personnel background checks and investigations, ensuring accuracy, timeliness, and handling of sensitive information.
• Coordinate program support for protective operations, including planning, operational readiness, and stakeholder coordination.
• Align program activities with foreign affairs priorities and embassy operations.
• Coordinate with law enforcement, intelligence, diplomatic security, and interagency partners.
• Develop and maintain program plans, SOPs, performance metrics, risk assessments, and executive briefings.
• Recruit, supervise, mentor, and evaluate staff supporting multiple functional areas.
• Identify operational risks and implement improvements to strengthen delivery and client satisfaction.
