Job summary

ICF is seeking a Project Manager to lead strategic communications, employer branding, and outreach campaigns for federal law enforcement and security hiring programs. You will design and execute digital, social, and event-based recruitment marketing initiatives, partner with recruiters and HR, and ensure compliance with federal and security requirements.

The role requires 5+ years in recruitment marketing or related communications, a Bachelor’s degree, and an active Top Secret clearance.

Qualifications

• Active Top Secret clearance or higher required.
• Bachelor’s degree in a relevant field.
• 5+ years supporting or managing federal, state, or local government contracts.
• 5+ years in recruitment marketing, employer branding, or communications.

Responsibilities

• Lead recruitment marketing and employer branding for federal hiring programs.
• Develop and execute multi-channel outreach strategies (digital, social, events, community).
• Create content assets: messaging, candidate materials, event promotions, brand collateral.
• Oversee career fairs, events, and outreach ensuring consistent brand representation.
• Partner with recruiters to align marketing with hiring priorities and pipeline needs.
• Build relationships with police academies, military installations, universities (incl. HBCUs), associations, and communities.
• Monitor applicant experience and engagement; propose messaging improvements.
• Analyze marketing performance and report on engagement and pipeline activity.
• Manage recruitment marketing projects end-to-end: timelines, deliverables, budgets.
