Job summary

Cleveland-Cliffs is seeking a highly experienced Program Manager Environmental Permitting & Regulatory to lead environmental permitting and regulatory initiatives for Mining and Pelletizing in Northern Minnesota and the Upper Peninsula of Michigan. The role reports to the Environmental Director and can be based in Forbes, MN or Cleveland, OH.

The position requires a strong background in air and water permitting, NEPA/MEPA, and coordination with site environmental managers.

Qualifications

• Bachelor’s degree in engineering or environmental discipline is required.
• Experience designing and operating air emission controls and water treatment for industry.
• Experience preparing environmental permit applications and compliance reports.
• Ability to analyze and interpret environmental regulations’ impact on facilities.
• Must be legally authorized to work in the United States full-time.

Responsibilities

• Oversee permit applications and ensure consistency across sites.
• Develop and maintain procedures for reclamation activities and financial assurances.
• Support NPDES/state water permitting strategies amid evolving rules.
• Monitor and interpret local, state, and federal environmental regulations.
• Advise the Environmental Director and track risk and compliance obligations.
• Conduct site environmental assessments and identify risks.
• Evaluate projects against NEPA/MEPA and manage EAW/EIS studies if needed.
• Build relationships with regulators, communities, and industry groups.
