Job summary

Responsibilities

  • Lead overall program execution including staffing, integrated schedules, funding, risk management, deliverables, and contract requirements.
  • Monitor program performance, resource utilization, costs and schedules; identify and resolve issues.
  • Coordinate subcontractors, teaming partners, and personnel for effective program execution.
  • Translate evolving Government requirements and priorities into executable plans for staffing, scheduling and funding.
  • Lead site surveys, equipment installations, testing, training, troubleshooting, and Fleet acceptance activities.
  • Coordinate shipboard and shore-based network, electrical, cybersecurity, and system integration requirements.
  • Maintain awareness of baselines, changes, risks, and modernization needs.
  • Engage with ship, Fleet, engineering, cybersecurity, and program-office stakeholders.
  • Lead staffing, deployment and coverage planning for shore-based personnel and ship riders.

Description
What You’ll Do:

As a Senior Program Manager, you’ll have a high level of responsibility for the successful execution of an innovative Navy program, working across operational, technical, staffing, and customer requirements to keep the program moving forward. You’ll also lead a talented team in a collaborative work environment where your experience, judgment, and leadership can make a meaningful difference.

This position will be based in our Lexington Park, MD HQ office and will require a full-time on-site presence with the ability for CONUS and OCONUS travel.

Key Responsibilities:
Program Execution & Leadership
  • Lead overall program execution, including staffing, integrated schedules, funding, risk management, deliverables, and contract requirements.
  • Monitor program performance, resource utilization, costs, and schedules; identify and resolve issues that could impact contract execution or mission objectives.
  • Coordinate subcontractors, teaming partners, and ASEC personnel to ensure effective execution across program activities.
  • Translate evolving Government requirements and operational priorities into executable technical, staffing, schedule, and funding plans.
Technical & Operational Integration
  • Lead coordination of site surveys, equipment installations, system configuration, testing, training, troubleshooting, and Fleet acceptance activities.
  • Coordinate shipboard and shore-based network, electrical, cybersecurity, facility, and system integration requirements.
  • Maintain awareness of system baselines, configuration changes, technical risks, deficiencies, and modernization requirements.
  • Coordinate with ship, air wing, Fleet, depot, engineering, cybersecurity, and program-office stakeholders to support mission requirements.
  • Lead staffing, deployment, and coverage planning for shore-based personnel and ship riders, including deployment readiness, rotations, and contingency coverage.
Security, Compliance & Customer Engagement
  • Ensure program personnel and operations comply with applicable security, cybersecurity, RMF, ATO, JSIG, COMSEC, and classified-material requirements.
  • Oversee personnel readiness related to clearances, program accesses, training, security milestones, and deployment requirements.
  • Serve as ASEC’s primary representative to Government customers, Fleet stakeholders, and teaming partners.
  • Represent ASEC in program reviews, technical interchange meetings, cybersecurity working groups, readiness reviews, and other customer engagements.
  • Provide leadership with timely communication regarding program risks, staffing challenges, security or facility limitations, equipment availability, and changes to Fleet schedules.

Requirements
What You’ll Bring:
  • Bachelor’s degree in a business or STEM area of study, required. In lieu of a degree, 24 semester hours in Program Management, Accounting, Business Finance, Legal Studies, Contracts, or related fields may be considered.
  • Demonstrated experience managing complex Navy or DoD technical programs.
  • Experience with cost, schedule, staffing, risk, subcontractor, and technical-performance management.
  • Familiarity with distributed training, LVC systems, Navy networks, shipboard integration, or training-system deployment.
  • Willingness to lead geographically dispersed personnel and support CONUS and OCONUS operations.

Physical & Schedule Considerations

This position requires periodic CONUS and OCONUS travel, including travel to Navy installations, shipyards, depots, and operational ships. The employee must be able to access aircraft carriers and other Navy vessels, navigate shipboard spaces, and support operational requirements outside normal business hours. Schedule flexibility may be required to accommodate Fleet operations, installations, testing, deployments, and emergent technical issues.

Security Clearance Requirement:
  • This position requires U.S. citizenship and an active DoD Top Secret clearance. Selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Salary Range:
  • The anticipated annual salary range for this position is $165,000 - $180,000, commensurate with an individual’s experience, qualifications, and skill set. ASEC is committed to providing fair and equitable compensation.
