Scientific Research Corporation (SRC) is seeking a seasoned program management and financial leadership professional in Virginia. The role focuses on supporting the T&E/S&T Program Manager, overseeing diverse investment projects, and delivering strategic financial oversight across multiple programs.

The ideal candidate has 10+ years in budget/finance/program management, with exceptional interpersonal and leadership capabilities, and an active TS/SCI clearance.

Qualifications

  • 10+ years of budget, finance, and program management experience.
  • Strong interpersonal skills to manage relationships up to senior executives.
  • Expertise in budgeting, scheduling, and strategic financial recommendations.
  • Experience managing multiple projects across domains.
  • Experience with contractor assessments and DFAR compliance.
  • Active or eligible TS/SCI security clearance.
  • Willingness to learn technical aspects of the role.
  • Ability to lead and mentor program managers.
  • Ability to travel up to 50% locally and internationally.
  • Strong stakeholder engagement and strategic decision-making.

Responsibilities

  • Provide contractor support to the T&E/S&T Program Manager.
  • Oversee and manage multiple investment projects for the T&E/S&T Program Manager.
  • Provide strategic, balanced financial oversight and monitoring of multiple projects.
  • Assist the T&E/S&T Program Manager in managing multiple contractors and guiding cross-functional teams.
  • Lead research on MDI portfolio issues, obtain DoD documents, conduct studies, analyze options, and develop documentation as required.

Salary Statement

Estimated Starting Salary Range: USD $136,850.00/Yr. - USD $228,100.00/Yr. Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.

Description
  • Providing contractor support to the Test and Evaluation/Science & Technology (T&E/S&T) Program Manager
  • Overseeing and managing multiple investment projects ranging in scale, scope, and technical domain for the T&E/S&T Program Manager
  • Providing strategic, balanced financial oversight and monitoring of multiple projects
  • Assisting the T&E/S&T Program Manager in managing multiple contractors and guiding multiple cross-functional teams, overseeing contributing program managers in executing complex initiatives
  • Leading and conducting research on MDI portfolio issues, obtain relevant Department of Defense documents, conduct studies, analyze options, and develop documentation as required

Requirements
  • 10 years of experience in budget, finance, and program management roles
  • Strong interpersonal skills, ability to initiate, facilitate and maintain sensitive relationships from management to senior executive level
  • Strong financial planning abilities, including budgeting, scheduling, and making strategic recommendations
  • Ability to manage multiple projects ranging in scale scope and technical domains
  • Experience in contractor assessments, particularly in compliance with DFAR regulations
  • Active or eligibility for TS/SCI Clearance
  • Highly adaptable with a willingness to learn technical aspects of the role
  • Ability to lead and mentor program managers
  • Comfortable with 50% travel, supporting engagements locally and internationally
  • Strong stakeholder engagement and strategic decision-making abilities
Desired Skills
  • PMP certification (preferred but not required)
  • Experience managing task orders
  • Experience in Defense industry and Defense systems
