Job summary

Scientific Research Corporation seeks an experienced program manager to lead complex government projects in Orlando. You will oversee scope, budget, and schedule across multiple teams and vendors, interfacing directly with government stakeholders and guiding technical directions.

The role requires expansive leadership, risk and change management, and collaboration with customers to deploy integrated solutions.

Qualifications

  • 12+ years of experience managing complex, multi-team programs.
  • Bachelor’s degree in business, CS, engineering or related field.
  • Experience in financial planning: budgets, expenditures, variances, corrective actions.
  • Experience in strategic planning and data-driven recommendations.
  • Proven ability to manage government programs.
  • Knowledge of software development and requirements management.
  • Strong leadership and organizational skills.
  • Ability to work with others and independently.

Responsibilities

  • Manage and oversee all program efforts to meet objectives on time and within budget.
  • Oversee scope, cost, schedule, staffing, vendors, and contractual deliverables.
  • Interface with government and communicate objectives to Contractor team.
  • Break down complex projects and track tasks with engineers.
  • Support system deployments: planning, design, evaluating software options, configuring media, deriving requirements.
  • Design, implement, and troubleshoot system networking including VPN.
  • Collaborate with customers to deploy and integrate solutions.
  • Assist in documenting changes and briefing senior management and customer personnel on technical matters.
  • Work within configuration and change management policies to ensure successful changes.
  • Assist in selecting and implementing security tools, policies, and procedures.
  • Liaise with vendors and IT staff for fielded environments.

Job description

Description
  • Managing and overseeing all program efforts to ensure objectives are met on time and within budget
  • Taking overall responsibility for managing scope, cost, schedule, internal staffing, outside vendors, and contractual deliverables
  • Directly interfacing with the Government and communicating objectives, directions, and guidance to the Contractor team
  • Splitting complex instantiations into manageable pieces and tracking tasks alongside a team of engineers under your supervision
  • Supporting medium to large system deployments, including planning, designing, and evaluating software options, selecting operating systems and protocol suites, configuring media, and deriving requirements
  • Designing, implementing, and troubleshooting elements of system networking, including routing and switching, and supporting special communication methods such as VPN
  • Seeking optimum design within customer specifications, quality standards, schedule, & funding limitations
  • Working with site users to deploy and integrate their solutions
  • Offering assistance to participants during initial integration stages or when integration fails
  • Assisting in documenting changes
  • Assisting with briefing senior management and customer personnel on technical matters, technical research studies, and applications and in developing technical presentations
  • Working within established configuration and change management policies to ensure awareness, approval and success of changes made to system infrastructure
  • Assisting in selecting and implementing security tools, policies, and procedures
  • Liaises with vendors and other IT personnel for problem resolution in fielded environments
  • Working inside classified and unclassified environments to accomplish government goals
Requirements
  • 12+ years of related, proven experience in program management overseeing complex, multi-team efforts
  • Bachelor’s degree with a focus in business administration or a related field of study; or a bachelor’s degree with a focus in computer science, engineering, or a related field of study.
  • Experience in financial planning, including preparing annual budgets, scheduling expenditures, analyzing variances, and initiating corrective actions
  • Experience in strategic planning, including contributing recommendations with supporting data and preparing and executing action plans
  • Proven proficiency analyzing, evaluating, and overcoming program risks across multiple project teams
  • Experience managing Government programs
  • Working knowledge of software development and requirements management
  • Strong leadership and organizational skills
  • Ability to apply comprehensive technical knowledge across key tasks and high impact assignments
  • Ability to work and collaborate effectively with others as well as experience working independently
Desired Skills
  • Master’s degree with a focus in business administration or a related field of study; or a master’s degree with a focus in computer science, engineering, or a related field of study
  • 15+ years of related, proven experience in program management overseeing complex, multi-team efforts
  • Industry project management certifications
  • Direct experience with software development and requirements management
  • Working knowledge of cyber testing or training
  • Experience managing remote and distributed teams
