Job summary

Scientific Research Corporation in the United States seeks a senior technical program analyst to provide T&E program support, conduct technical reviews, and translate findings for senior leadership.

You will mentor junior staff, engage with DoD stakeholders, and help shape investment plans across the program, requiring TS/SCI eligibility and willingness to travel up to 50%.

Qualifications

  • 10+ years of experience in technical and engineering roles supporting the Defense enterprise.
  • Bachelor’s Degree in an engineering field.
  • Deep technical breadth across DoD test and evaluation infrastructure, instrumentation, modeling and simulation, and supporting computing and networking technologies.
  • Strong interpersonal skills, ability to initiate, facilitate, and maintain sensitive relationships from management to senior executive level.
  • Strong problem-solving and analytical abilities, with the judgment to operate in ambiguous, high-consequence portfolio decisions.
  • Proficiency in portfolio-level technical road mapping and strategic planning.
  • Excellent written and verbal communication, including the ability to translate complex technical findings for SES, Flag, O-6, and GS-15 audiences.
  • Ability to work collaboratively across services, agencies, contractors, performers, and combatant commands.
  • Strong organizational skills with the ability to manage multiple concurrent technical reviews and assessments.
  • Active or eligibility for TS/SCI Clearance.
  • Comfortable with 50% travel, supporting engagements locally and internationally.

Responsibilities

  • Providing technical support to the T&E/S&T Program Manager.
  • Conducting technical reviews of proposed T&E/S&T investment initiatives against maturity, scalability, transition, and applicability criteria.
  • Conducting technical reviews of active T&E/S&T investment projects to identify risks and recommend adjustments.
  • Evaluating transition readiness from the end user perspective and ensuring adoption.
  • Assessing integration fit across the T&E ecosystem and dependencies on other projects.
  • Supporting development of program focus areas, strategies, roadmaps, and investment plans.
  • Maintaining awareness of DoD advances and TRMC portfolios.
  • Translating technical findings into executive-level products for SES and senior leaders.
  • Representing program interests in joint forums and review boards.
  • Mentoring junior technologists and analysts.
  • Attending meetings with senior leaders for on-the-spot technical insight.

Salary Statement

Estimated Starting Salary Range: USD $136,850.00/Yr. - USD $228,100.00/Yr. Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.

Description
  • Providing technical support to the Test & Evaluation/Science & Technology (T&E/S&T) Program Manager
  • Conducting technical reviews of proposed T&E/S&T investment initiatives against criteria for maturity, scalability, transition, and applicability to Department of Defense priorities and producing documented assessments and recommendations to the T&E/S&T Program Manager
  • Conducting technical reviews of active T&E/S&T investment projects to identify execution risk, recommend redirection, acceleration, descoping, or termination as necessary
  • Evaluating transition readiness from the end user’s perspective through direct engagement with intended partners to ensure adoption of T&E/S&T investments
  • Assessing integration fit across the T&E ecosystem, including interoperability with existing T&E infrastructure, alignment with applicable standards, and dependencies on adjacent S&T projects
  • Supporting development of T&E/S&T Program focus areas, strategies, technical roadmaps, and investment plans across the program
  • Maintaining technical situational awareness of relevant commercial, academic, and Government advances in Department of Defense Critical Technology Areas and the TRMC’s strategic and foundational portfolios
  • Translating technical findings into executive-level products for TRMC senior leadership and external stakeholders (SES, Flag, O-6, GS-15 audiences), including decision briefs, portfolio reviews, and written assessments
  • Representing T&E/S&T Program interests in joint and inter-service technical forums, working groups, and engineering review boards where investment shape and transition coordination are at issue
  • Mentoring junior technologists and analysts contributing to the portfolio, promoting rigorous, evidence-based technical evaluation
  • Attending meetings with senior leaders alongside the T&E/S&T Program Manager to provide on-the-spot technical insight and follow-on analysis
Requirements
