Job summary

MDH Behavioral Health Administration, Division of Prevention and Promotion, is seeking a Program Manager to lead Maryland's statewide drug user health program infrastructure. You will oversee overdose prevention initiatives, MOUD expansion, and epidemiological surveillance, directing a multidisciplinary team and coordinating across state agencies.

Qualifications

Bachelor's degree and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.

Responsibilities

Lead statewide drug user health program infrastructure and oversee development, implementation and oversight of programs aimed at reducing substance use morbidity and mortality.
Administer Drug User Health Services including overdose education and naloxone distribution, OADPOP, MOUD interventions and SBIRT.
Provide strategic and programmatic leadership, fiscal accountability and compliance with federal and state guidelines; represent the agency in multi‑agency collaborations.
Advise senior leadership on policy and funding priorities and ensure alignment with equity, recovery and health goals.
