Qualifications

  • Bachelor's degree in health/human services and at least six years of health or human services administrative or professional experience, including three years in a supervisory or managerial role.
  • Demonstrated knowledge of evidence-based drug user health, overdose prevention, and strategies to reduce substance use morbidity and mortality.
  • Experience developing, implementing, and overseeing statewide or large-scale behavioral health, substance use, overdose prevention, or medication for opioid use disorder programs.
  • Experience managing complex state and/or federal grant-funded programs including oversight, subgranting, procurement, fiscal accountability, and compliance.
  • Experience supervising managers and multidisciplinary teams including programmatic, epidemiological, technical, and administrative staff.
  • Experience collaborating with state agencies, local jurisdictions, community-based organizations, healthcare partners, and stakeholders on statewide initiatives.

Responsibilities

Job description

This Program Manager position leads Maryland's statewide drug user health program infrastructure within the Behavioral Health Administration's Division of Prevention and Promotion. The role oversees overdose prevention, naloxone distribution, medication-assisted treatment expansion, and related initiatives with an approximately $30 million combined budget. The Program Manager provides strategic leadership, manages complex state and federal grants, supervises multidisciplinary teams, and collaborates with multiple agencies to reduce substance use-related morbidity and mortality.

Key qualifications:
  • Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at supervisory or managerial level
