Summary

The Senior Program Director is responsible for overseeing and managing the clinical and administrative services of the Certified Community Behavioral Health Clinic (CCBHC) program. Accountable for the supervision of administrative aspects of all clinical and non-clinical support staff, including hiring and training. This position requires effective communication between senior management team, program staff, all program stakeholders, including community partners, and other agency departments.

Essential Functions:

  • Oversee day-to-day operations of the program and monitors compliance with OMH /OASAS/CARF requirements and others .
  • Directly plans, implements, and oversees operation of the CCBHC, an innovative, integrated, patient-centered project.
  • Develops project plans, project schedules, budgets, and expenditures. Ensures that project deadlines are met.
  • Leads the Agency's transition to a data informed and data driven population health approach.
  • Leads stakeholder meetings.
  • Acts as a point of contact and communicates project status to all participants .
  • R esponsible for the direct oversight of all front-end revenue cycle activitie s, coordinates staffing needs of the program as determined by the Community Needs Assessment and staffing plan, and reviews provider schedules.
  • Provide direction and administration of the program to ensure streamlined departmental and organizational objectives .
  • Ensures that all program development plans and activities are executed keeping with the organization's values, mission, vision, and strategy.
  • Provide leadership to program managers and staff through guidance and supervision, including but not limited to individual and group supervision.
  • Using measurable data, develop objectives , goals, and strategies to improve program fiscal and operational functioning.
  • Ensure effective program budget management including oversight of funds receivable and expenditures.
  • Lead and/or serve on a variety of appropriate internal and external committees to represent the Behavioral Health Services.
  • Demonstrates the ability to operate effectively in a team-approach with ability to coordinate with community partners.
  • Develop and implement recruitment and retention strategies that support a culture of leadership.
  • Effectively evaluate Quality Improvement (QI), and Risk Management (RM) needs by reviewing current practices and gathering, compiling, maintaining , and evaluating data related to staff, services performed, critical incidents/problems, and client feedback.
  • Collaborates with the evaluation team to ensure continuous quality improvement and the collection of accurate and timely reporting of all required data.
  • Ensures patients receive compassionate and trauma-informed clinical treatment with the scope of practice regulations governing certified community behavioral health clinics.

Supervisory Responsibilities:

Manages the overall direction, coordination, and evaluation of the Program. Carries out supervisory responsibilities in accordance with the Agency’s policies and applicable laws. Responsibilities include interviewing, hiring, planning, assigning, directing work, rewarding, disciplining employees, performance reviews, and addressing complaints and resolving problems. Solid comprehension of Collective Bargaining Agreement where applicable.

Minimum Qualifications:

  • Master’s Degree in Behavioral Health related fields , Business Administration, or Public Health .
  • 7 years’ experience in field with minimum 5 years supervisory experience.
  • Proficiency in Microsoft Office.
  • Ability to plan and carry out assignments independently.
  • Ability to prioritize, adhere to timelines and multi-task.
  • Pass clearances, fingerprints, and demonstrate satisfactory health check-up.

Preferred Qualifications:

  • SIFI .
  • Bilingual in one or more of the following: Spanish, Mandarin, Cantonese, Bengali or others depending on neighborhood needs .
