Job summary

Northrop Grumman Space Sector in Linthicum, MD seeks a Business Management Manager – Level 2 to lead program control activities and financial oversight. The role focuses on cost estimation, EVMS, and collaboration with customers and internal teams on a 9/80 schedule with alternating Fridays off.

The candidate will manage PCA staff, assist with contract negotiations, and ensure compliance with FAR, CAS, and budgeting processes while leveraging SAP, BW, and Cognos for forecasts and reporting.

Qualifications

• Bachelor's degree with 8 years of professional experience OR Master's with 6 years of professional experience.
• U.S. Government Top Secret clearance required, active and within scope, with ability to obtain SCI clearance.
• Experience in finance, accounting and/or program control.
• Understanding of government contracts, Cost Accounting Standards, and the FAR.
• Experience with Earned Value and performance measurement baseline concepts across multiple contracts.
• Experience in a Program Control Environment—cost control systems and monitoring costs/schedules.
• Proficient in Microsoft Office, SAP, and BW.
• Experience presenting financial analysis to teams/management.

Responsibilities

• Program resource management, including cost estimation, allocation, tracking, and analysis.
• Prepare and present financial data to internal and external customers, including variance analysis and forecasts.
• Support compliance and financial reporting for AOP and monthly IF.
• Oversee EVMS with COBRA reporting to meet internal/external deliverables.
• Prepare and review CEACs; assist with contract negotiations.
• Support pricing and proposal activities.
• Review contractual documents, including TTOs.
• Collaborate with customers and functional teams on an ongoing basis.
• Manage and develop PCA staff; perform other duties as assigned.
