The Senior Program and Financial Analyst will serve as a key financial execution advisor to the Program Manager for Formation Based Mission Autonomy (PM FBMA) and will coordinate closely with the Business Management Director within the Program Management Executive Mission Autonomy (PME MA).

Operating within a fast-paced, demanding O-6 headquarters environment, the incumbent will provide senior-level financial management, funds execution, resource oversight, and acquisition funding support for an Acquisition Category (ACAT) III rapid prototyping program. The position primarily manages, tracks, reconciles, and oversees multiple appropriated funding streams, ensuring financial accountability, timely obligation of resources, and compliance with Department of War (DoW) and Army financial management policies.

The ideal candidate will possess extensive hands-on experience with the General Fund Enterprise Business System (GFEBS), Program Management Resource Tools (PMRT) and Comprehensive Cost and Requirement (CCaR), and other Army financial management systems. The individual must independently manage complex financial execution requirements, identify and resolve funding discrepancies, develop actionable financial recommendations, and provide senior leadership with accurate, timely financial information to support program execution and acquisition decisions.

This position requires an experienced financial professional who can exercise independent judgment, coordinate across multiple functional organizations, and proactively identify financial execution challenges before they affect program objectives. Duties and responsibilities may vary from those outlined above based on evolving mission requirements, program priorities, and organizational needs, as directed by program leadership.

Duties and Responsibilities:

  • Serve as a senior financial execution subject matter expert responsible for monitoring, managing, and reconciling program funding across multiple appropriations, including Research, Development, Test and Evaluation (RDT&E), Operations and Maintenance (OMA), and Procurement, as applicable.
  • Independently manage program funds from initial allocation and distribution through commitment, obligation, disbursement, reconciliation, and financial closeout.
  • Monitor and analyze Commitments, Obligations, and Disbursements (CODs), ensuring accurate accounting records, proper funding utilization, and timely resolution of financial discrepancies.
  • Perform comprehensive end-to-end financial reconciliation across GFEBS, CCaR, and applicable Army financial systems to ensure consistency between financial execution records and program funding requirements.
  • Initiate, process, track, and reconcile Military Interdepartmental Purchase Requests (MIPRs), Purchase Requests (PRs), and other funding documents utilizing GFEBS and the CCaR MIPR generator.
  • Prepare and execute Funds Management Budget Business (FMBB) transactions, funding adjustments, manual obligation actions, and other financial transactions necessary to support program execution.
  • Lead the annual establishment, structuring, funding, and maintenance of Work Breakdown Structures (WBS) within GFEBS, ensuring alignment with approved funding allocations and execution requirements.
  • Monitor funding availability, identify shortfalls and excess funding, and recommend corrective actions or funding realignments to optimize resource utilization.
  • Manage and track Requirements for Funding (R4F), Program Funding Receipts (PFR), and related funding actions to ensure timely distribution and execution of available resources.
  • Conduct recurring reviews of Unliquidated Obligations (ULOs), dormant accounts, outstanding commitments, and unexpended balances, coordinating corrective actions to improve financial execution and reduce aged balances.
  • Coordinate with government financial managers, contracting personnel, and supported organizations to resolve funding issues and prevent execution delays.
  • Support G-Invoicing activities, including intergovernmental transaction documentation, financial coordination, reconciliation, and tracking.
Senior Financial Analysis and Execution Oversight

  • Develop, maintain, analyze, and independently reconcile detailed program spend plans against actual commitments, obligations, and disbursements.
  • Maintain accurate funding execution data within PMRT CCaR, ensuring consistency with GFEBS and supporting financial records.
  • Analyze execution trends, burn rates, obligation rates, disbursement performance, and projected funding requirements to identify potential execution risks and recommend mitigation strategies.
  • Conduct comprehensive Status of Funds (SoF) reviews and provide leadership with actionable assessments of current execution performance and projected year-end financial positions.
  • Develop and recommend funding adjustments, financial realignments, and execution strategies to support evolving mission requirements, acquisition priorities, and budgetary constraints.
