Job summary

AVIAN is seeking a Senior Program/Financial Analyst to support the Office of Naval Research in Arlington, VA. The role includes senior-level financial support, training junior analysts, and leading the analyst team while assisting the Business Financial Manager. A bachelor’s degree with 10 years of government financial experience is required, along with DoD clearance eligibility and U.S.

Responsibilities

  • Provide senior-level financial/program analyst support to ONR in Arlington, VA, including leadership of the analyst team.
  • Conduct financial analyses of funds and sources to safeguard against anti-deficiency and errors.
  • Prepare and track funding documents, commitments, obligations, and expenditures.
  • Monitor ONR-funded efforts and prepare periodic reports.
  • Develop presentations and briefings using PowerPoint/Word.
  • Draft PRs and funding documents; assist with WBS-related funding issues.
  • Perform qualitative and quantitative analyses to support program improvements.
  • Coordinate with ONR offices to move financial actions through the workflow.
  • Assist in creating program management plans and data calls.

Responsibilities
  • Provide senior-level financial/program analyst support to ONR in Arlington, Virginia – to include high-level business/financial support, training of junior financial analysts, reviewing of Purchase Requests (PRs), acting as a leader across the analyst team, contributing to departmental financial reports, and providing support to the Business Financial Manager (BFM).
  • Assist in performing financial analysis for a variety of funds and funding sources to protect against federal anti-deficiency violations, internal procedural and accounting errors, and any other applicable problems associated with sources and usage of funds.
  • Prepare and research funding documents within NERP and PPS; track commitments, obligations and expenditures of funding; and assist in resolving issues related to NERP Work Breakdown Structure (WBS) funding that are not meeting financial benchmarks related to commitments, obligations, and/or expenditures across multiple contractors/performers.
  • Track the performance of ONR-funded or managed efforts.
  • Assist in developing presentations or reports for speaker presentations and Department of Navy higher echelon briefings. This may involve compiling data from multiple individuals in specific software formats, such as Microsoft PowerPoint or Word.
  • Draft funding documents and Purchase Requests (PRs).
  • Conduct qualitative and quantitative analyses of financial data, operations, and requirements to assist in the development of program improvements within the Department.
  • Monitor Program Officer’s and/or Department’ s financial execution status and prepare reports as needed.
  • Interact with ONR Financial Management and Contracting Offices to help Program Officer(s) move financial actions smoothly through ONR s financial workflow processes.
  • Assist Program Officer(s) to prepare financial management “phasing plans” to ensure program is meeting Department of the Navy execution benchmarks.
  • Provide general program management support on matters and issues consistent with ONR-sponsored projects.
  • Assist in responding to various data calls related to ONR-sponsored projects.
  • Assist program officers and other government personnel with utilizing the following systems and software to manage project activities and resources to mitigate risk throughout the project lifecycle, track project execution for planned and actual progress related to schedule, cost and technical performance, and monitor project action items and progress: Navy Marine Corps Internet (NMCI), Computer Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), Navy Enterprise Resource Planning (NERP)/Procurement for the Public Sector (PPS), Procurement Integrated Enterprise Environment (PIEE)/Wide Area Workflow (WAWF), Contract Administration System (CAMIS), Standard Accounting and Reporting System (STARS), Program Budget Information System (PBIS), Earned Value Management (EVM) tools, Microsoft Access, Microsoft 365, Microsoft Share Point, Flank Speed Teams, and iConnect.
  • Book conference rooms and work with the ONR Corporate Strategic Communications (CSC) as necessary for coordinating off‑site events.
  • Attend meetings/program reviews, compile information for lessons learned, assist program officer(s) by registering attendees, distribute workshop information, develop supporting documents, and provide administrative support.
  • Prepare agendas, minutes, and other administrative support documents as needed.
  • Other duties as assigned.
  • Conus and Oconus Travel will be required occasionally in support of ONR activities such as conferences, international collaborations, operational exercises, operational demonstrations, and integration and planning meetings.
Qualifications

Required Qualifications

  • A bachelor's degree from an accredited college or university with a minimum of 10 years of experience with Government financial and budget cycles (Allowable Substitution: High School degree with a minimum of 15 years of experience with Government financial and budget cycles).
  • Experience with Government financial systems.
  • Must be able to obtain and maintain a Department of Defense security clearance.
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
  • This position operates in a hybrid environment with 2x a week being performed onsite and 3x a week being performed via telework. Fully remote candidates are not being considered at this time.

Desired Qualifications

  • Prior experience with Navy ERP or similar DoD accounting software.
  • Experience managing complex Science and Technology (S&T) program financials.
  • Experience in Earned Value Management (EVM) and/or other cost analysis.
  • Possess experience with government planning, forecasting, program budgeting, funding, and execution monitoring, and reporting against commitment, obligation, and expenditure benchmarks.
  • Possess excellent computer skills (highly desirable), with particular emphasis on PowerPoint and associated graphics and presentation development software.

Salary range: $90,000 - $104,000 (The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity.)
