We are seeking an experienced Senior Program Analyst to support the Air Force to help in developing and operating modernized applications that are used daily by the warfighter. This is an exciting new initiative where the Air Force is mirroring Silicon Valley processes and capabilities to quickly deploy new capabilities. Candidates must be passionate, energized, and excited to work on modern architectures and solve challenging problems for our clients.
Position Description (what you will do)
- Author and own a government-owned Technical Reference Architecture documenting the automated testing frameworks, pipeline security gates, and SBOM/vulnerability data access APIs engineered under Data Operations, written with sufficient technical rigor to stand on its own as an authoritative, RFP-ready package for future contract competitions.
- Document configuration standards and static/dynamic scan thresholds for the CI/CD pipeline’s security gates, working directly with the Platform Engineers and DevSecOps Engineers who own and operate those gates to accurately capture how they are configured and enforced.
- Develop and maintain policy governing the Data Lakehouse and API Gateway - data classification, access control, cataloging, and data-mesh exposure standards for how program data and container security artifacts (SBOMs, vulnerability scan results, attestations) are made available to downstream consumers.
- Specify Platform One (P1) and Cloud One (C1) integration patterns and security access rules for the testing, security-gate, and data-access capabilities documented, ensuring the reference architecture reflects how the platform actually operates inside those environments.
- Partner with Data Engineers, Platform Engineers, and DevSecOps Engineers to translate working technical implementations into clear, standards-based documentation without altering or reinterpreting the underlying engineering decisions.
- Maintain version control and change management over the Technical Reference Architecture as the underlying testing frameworks, security gates, and APIs evolve, so the document stays current and government-owned throughout the period of performance.
- Support the Government’s use of the Technical Reference Architecture in future acquisition activities, including responding to Government questions about its content and structure.
- Own assigned policy and documentation tasking independently — translate ambiguous or evolving technical scope into an authoritative document — with oversight and guidance available from leadership as needed.
Requirements:
- 8+ years of professional experience in technical writing, systems/policy documentation, or program analysis supporting DoD or federal IT/software programs, including authorship of reference architecture, technical standards, or policy documentation.
- Demonstrated ability to translate complex technical implementations (CI/CD pipelines, security scanning, API and data platform architecture) into clear, authoritative documentation suitable for external government and acquisition audiences.
- Working knowledge of DevSecOps pipeline security concepts, including static/dynamic application security testing (SAST/DAST), security gate configuration, and software supply chain artifacts (SBOMs, vulnerability scan results, attestations).
- Familiarity with API Gateway and data platform/data mesh architectures sufficient to document access rules, integration patterns, and data exposure standards.
- Experience working within or documenting for DoD software factory environments, particularly Platform One and/or Cloud One.
- Strong cross-functional collaboration skills, with a demonstrated ability to extract accurate technical detail from engineering teams without direct ownership of the underlying systems.
- Demonstrated ability to work independently against ambiguous or evolving technical scope, with oversight and guidance available from leadership as needed.
Nice to Have:
- Experience authoring RFP-ready or acquisition-facing technical documentation intended for reuse in future contract competitions.
- Familiarity with the Iron Bank/Platform One software factory ecosystem, container hardening and image-approval pipelines, and associated policy requirements.
- Experience with data lakehouse and streaming/batch pipeline architectures (e.g., Kafka/MSK, Spark, Iceberg) sufficient to document them accurately.
- Experience supporting Continuous ATO or Risk Management Framework (RMF) documentation requirements.
- Certification or training in technical writing, information architecture, or federal acquisition documentation standards.
