Overview
Nakupuna Prime is seeking a Senior Program Analyst. The Senior Program Analyst will provide program analyst services for the Defense Threat Reduction Agency.
Responsibilities

- Provide expert acquisition planning support; pre-award, post-award, source selection, and close out.
- Provide pre-award documentation support including the development or input to statements of work, performance work statements (PWS), independent government cost estimates, quality assurance surveillance plans, performance levels/acceptable quality levels, justifications and approvals, determination and findings, source selection plans, requests for proposals and quotations, task order requests, business clearances, and other pre-award documentation.
- Provide post-award documentation to support PWS modifications.
- Provide support in Future Year POM development, future spend plans, and current year execution.
- Provide and recommend alternative Courses of Action (COA) to maximize client use of resources to accomplish the mission.
- Track and obtain necessary documentation for funding modifications to support Contracting Officer Representative (COR) using most current Estimates at Completion (EACs).
- Provide support to ensure necessary Receipt and Acceptance and tracking of obligations, expenditures, and Unliquidated Obligations (ULOs).
- Provide support as needed for actions related to Audit findings.
Qualifications
Skills/Qualifications:
- Demonstrated experience in managing multiple projects, keeping track of, or adjusting existing tasks while identifying new tasks and expectations as projects evolve.
- Ability to perform detailed work with little guidance and interact positively with other government and industry personnel.
- Ability to work under pressure and adapt quickly in a changing environment, synthesizing information and drafting summaries and reports.
- Proficiency with MS Office applications (e.g., Word, PowerPoint, Excel, and Project).
- Knowledge and experience in PPBE Process, POM Planning, and Current Year Budget Execution.
- Knowledge and experience in use of all types of appropriations such as O&M, RDT&E, and Procurement.
Education and Experience:
- Bachelor’s degree from an accredited college or university; Master’s degree desired.
- A minimum of ten (10) years of professional acquisition experience.
- Experience working with and briefing senior-level DoD personnel; excellent verbal and written communication, organizational, and interpersonal skills.
- Experience working in a time-sensitive environment with a high level of accountability.
Certifications: DAWIA Level II/III and/or NCMA CPCM/CFCM desired.
Clearance Requirements: Must possess an active Top Secret security clearance and be eligible for immediate SCI nomination and indoctrination. Must be a U.S. Citizen.
Work Locations: Fort Belvoir, Virginia or Reston, Virginia.
