Job summary

Texas Health and Human Services Commission (HHSC) is seeking a Senior Procurement Analyst (Project Manager IV) in Austin. The role leads advanced procurement and project management activities across multiple agencies, shaping requirements, and coordinating with IT, legal, and finance teams to secure complex systems and services.

As a senior analyst, you will guide procurement processes, supervise staff, and ensure compliance with state regulations while delivering high-value outcomes for Texans.

Qualifications

• Minimum of four (4) years of experience managing complex IT or procurement lifecycle projects.
• Minimum of two (2) years of experience in procurement and solicitation development (RFPs/RFOs) and contract management.
• Minimum of one (1) year of experience performing complex contract negotiations.
• Graduation from an accredited four-year college or university with major work in business administration, technology, healthcare, finance, or related field.

Responsibilities

• Provide advanced procurement management support across the lifecycle, including scope, scheduling, stakeholder communication, and risk management.
• Develop procurement documents (RFOs, RFPs, SOWs) reflecting detailed business and technical requirements.
• Lead and develop staff in project management with clear methodologies and documentation.
• Advise and negotiate with agency customers; support vendor contract negotiations and ensure alignment with agency objectives.
