Job summary

VIA Metro Transit in San Antonio, TX is seeking an experienced Procurement Manager to oversee advanced procurements from inception through closeout. The role includes bid analysis, contract development, negotiations, and ensuring compliance with laws and VIA policies.

You will supervise Contracts Specialists, coordinate solicitations with multiple departments, perform cost analyses, and support contract administration through closeout.

Qualifications

• Bachelor’s Degree in Business or related field with at least five (5) years’ experience working in a public procurement environment or related area to include contract administration experience.

Responsibilities

• Provides direct supervision, guidance, and support to Contracts Specialists and Buyers, ensuring workload distribution and policy adherence.
• Plans and develops procurements, coordinates with VIA departments and outside entities, and drafts solicitations and boilerplates.
• Conducts bid/proposal processes, evaluates offers, and conducts contract negotiations and award recommendations.
• Acts as Contracting Officer and manages contract administration from award through final closeout, including modifications and final payments.
• Performs cost and price analyses and coordinates with Diversity and Federal Compliance to achieve DBE goals.
