The Housing Authority of the City of Pittsburgh is seeking an experienced procurement professional to oversee purchasing activities, manage the competitive bid process, and approve purchase orders in accordance with HUD and local regulations.
This role collaborates with departments, vendors, and affiliates to ensure compliant procurement, implement new systems, and maintain accurate records.

The primary purpose of this position is to oversee purchasing activities in accordance with all applicable rules and regulations. The incumbent oversees the standardized competitive bid process, reviews and approves all purchase orders, and monitors purchasing activities throughout the Authority.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals, and objectives.
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned.
Serves as a liaison to customers and stakeholders, responding to inquiries comprehensively.
Supports Authority staff in advertising solicitations in an open, competitive, fair, and transparent manner; reviews major solicitations and contracts to ensure compliance and identify opportunities for improvement.
Manages accounts for affiliated entities (ARMDC, APMG, Glen Hazel RAD, Manchester Partnership 1, 2, 3, 4) and others as they come on board.
Ensures proper implementation of standardized competitive bid procurement procedures, including initiating bid requests and following through as appropriate; receiving and analyzing bids and initiating purchase orders accordingly; expediting orders; analyzing and responding to emergency requests; maintaining compliance with HACP policies and HUD, federal, state, and local regulations; and accurately recording all activities.
Reviews all purchase orders, applying the highest standards and ethics.
Participates in the implementation of the new procurement system.
Oversees the preparation of formal and informal specifications for supplies, materials, equipment, and services.
Initiates HACP participation in local, state, and federal contracts when appropriate.
Assists with monitoring compliance and coordinates between other HACP departments and vendors.
Develops and maintains up-to-date operating manuals as needed.
Oversees departmental procedures for internal reporting, monitoring, and evaluation of projects and programs to fulfill obligations and standardize operational methods.
Performs other duties as assigned.
This position requires the incumbent to exhibit the following behavioral skills:
Knowledge of procurement regulations, contracting principles, and federal procurement requirements.
Strong computer skills, including MS Word, Excel, and Gmail; must have the ability to learn other computer software programs as required by assigned tasks.
Strong written and verbal communication skills, including the ability to write contract correspondence and convey procurement requirements clearly to staff and vendors.
Bachelor's degree in Business Administration or related field. Master’s Degree preferred.
Minimum of 5 years of experience in procurement. Public sector experience preferred. An equivalent combination of education and experience may be considered.
Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.
Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Work is performed in indoor and outdoor office environments.
