Job summary

A leading utility provider in Camden, NJ is seeking a finance professional to lead the execution of regulated state financings under the State Revolving Fund program. This full-time position requires at least 15 years of experience in finance, particularly in debt financing, compliance, and regulatory approvals. The ideal candidate will manage significant documentation and partner with finance and legal teams to ensure alignment with strategic goals. A Bachelor's degree in finance or accounting is required, with an MBA preferred.

Responsibilities

The base salary range represents a good faith salary range for this position. This position is eligible for annual incentive pay and has the opportunity for continued salary growth. Primary Role

Take full ownership of all regulated state financing activities tied to infrastructure lending through the State Revolving Fund (SRF) programs. Spearhead the buildout and continuous optimization of the SRF platform at American Water—leading analysis, negotiation, documentation, settlement, compliance, and administration with precision and agility. Serve as the strategic partner to Senior Treasury Leadership, driving forward a core mission: identify and secure subsidized, low-cost financing opportunities that directly support customer affordability goals.

Key Accountabilities
  • Lead the end-to-end execution of regulated state financings under the State Revolving Fund (SRF) program, ensuring alignment with American Water’s strategic goals and regulatory standards.
  • Assess the financial capacity of state subsidiary applicants to cover loan repayment and debt service, a critical step in the loan approval process.
  • Ensure full legal and regulatory compliance for all SRF-related financings, including documentation of public support and establishment of required reserve accounts.
  • Evaluate program objectives, assessing environmental and public health needs, and setting financing and programmatic goals for the SRF.
  • Track, manage, and report financial and administrative data tied to capitalization grants and loan awards to ensure transparency and accountability.
  • Safeguard American Water’s (including American Water Capital Corporation (AWCC) and operating subsidiaries) debt structure by reviewing new loan documents for any conflicting covenants or provisions.
  • Oversee all documentation related to state subsidiary financing, including credit agreements, bond schedules, and interest rate negotiations.
  • Manage quarterly and annual compliance activities for all state debt across the American Water system, ensuring consistent execution and reporting.
  • Partner with State Finance and Legal teams to lead the full lifecycle of new state debt issuance—from business planning through regulatory approval and closing—while adhering to American Water’s Financing Policy and Regulated Utility Financing Practice.
  • Support negotiations with regulators and government agencies to secure approvals and favorable financing terms
  • Provide treasury expertise in regulatory proceedings, including rate cases and financing petitions, to support efficient and effective compliance.
Knowledge/Skills
  • In-depth knowledge of debt financing to include redemption and refinancing analytics, bonds, convertible bonds, preferred stock, and interest rate risk management.
  • In-dept knowledge of state subsidized financing products.
  • In-dept knowledge of the regulated utility capitalization model and the regulatory approval process for long-term financing.
Experience/Education
  • At least 15 years finance, including treasury and rates roles.
  • Bachelor's Degree in finance or accounting.
  • Masters in Business Administration (MBA) preferred.
Travel Requirements

Ability to travel up to 10%.
