Job summary

Moss & Associates in Tampa, FL is seeking a Senior Preconstruction Manager to lead budgeting, GMP development, and multi-project estimates for complex design-build programs. This full-time role interfaces with the Project Preconstruction Chief and Operations to ensure accurate pricing and cost control.

You will supervise team members, perform quantity takeoffs, review drawings, prepare RFIs, and present design and pricing options to Owners and the A/E team, aiming to keep projects on budget.

Qualifications

  • 4-year BS degree in a related field.
  • Eight+ years of preconstruction experience.
  • Experience on large commercial projects (office, hospitality, higher education, sports).
  • Ability to self-manage with minimal direction.
  • Knowledge of summary and detailed pricing by trade.
  • Analytical skills.
  • Ability to read specifications with understanding of trade specialists.
  • Knowledge of trade-specific scope & unit pricing (All Trades but MEP).
  • Ability to read and interpret plans from conceptual drawings to 100% CDs.

  • Ability to communicate with trade contractors and owners.
  • Focus on risk management regarding qualifications, scope and constructability.
  • Manage team in compiling comprehensive budgets and GMP.

Responsibilities

  • Manage multiple projects with estimating responsibilities and deadlines.
  • Under supervision, manage a Design Build project from concept to final contract award.
  • Perform quantity surveys of materials using On Screen Take Off/Bluebeam.
  • Fill in gaps from drawings and design documents (Most Trades).
  • Develop bids with takeoff and unit pricing across projects.
  • Review drawings for missing information and write RFIs.
  • Develop bid tabs from contractors’ proposals for multiple trades.
  • Develop comprehensive qualifications and assumptions from bid tabs.
  • Provide cost-saving suggestions by trade.
  • Communicate with Operations on site logistics for estimates.
  • Produce multiple progressive estimates with variance reconciliation.
  • Present design and pricing to Owners & A/E teams and explain variances.
  • Focus on risk management for qualifications, scope and constructability.
  • Document reviews & RFIs: ensure completeness & constructability of docs.
  • Perform other duties as assigned.

POSITION SCOPE AND ORGANIZATIONAL IMPACT

This full-time position will interface with the Project Preconstruction Chief to help manage Team Members in compiling comprehensive budgets and GMP.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
  • Manage assigned multiple projects meeting estimating responsibilities & deadlines
  • Under the supervision of Preconstruction Chief, successfully Manage a Design Build Project from Concept to Final Contract Award
  • Perform accurate quantity survey of materials, Skin Study & GSF using On Screen Take Off/Bluebeam
  • From Concept Drawings and above, ability to “Fill in the Gaps” for missing information from drawings and design documents (Most Trades)
  • Assemble detailed estimates (All Trades), providing takeoff & unit pricing on multiple projects
  • Review Drawings for missing information and write RFI’s for submittal to Architects & Engineers, by Trade
  • From Trade Contractors’ proposal, develop bid tab sheets for multiple trades to ensure accurate scope
  • Develop comprehensive qualifications and assumptions from bid tabs of Trade Contractors
  • Provide Cost Savings suggestions by Trade (Most Trades)
  • Communicate with Operations Team regarding site logistics/GR’s/GC’s to be incorporated into estimate
  • Provide multiple progressive estimates with cost variance reconciliation between deliverables
  • Meet and present to Owners & A/E Team to discuss design & pricing and be able to explain the cost variances and, if required, recommend solutions to bring the project back within budget
  • Focus on Risk Management regarding qualifications, scope and constructability issues
  • Document Review & RFIs: Provide Completeness Reviews & Constructability of Design Documents (Drawings & Specs.)
  • Perform other duties as assigned
EDUCATION AND WORK EXPERIENCE
  • Graduate from College/University; 4-Year BS Degree in related field
  • Minimum of Eight (8) Years’ previous work experience in Preconstruction
  • Experience in large commercial projects such as office, hospitality, higher education, and sports.
  • Ability to successfully self-manage work assigned with very little direction
  • Knowledge of Summary level and detailed level pricing, by Trade
  • Possess analytical skills
  • Ability to read specifications with clear understanding of subject matter of Trade Specialists;
  • Knowledge of Trade Specific Scope Responsibilities & Unit Pricing (All Trades but MEP)
  • Ability to read, interpret & understand plans proficiently, from Conceptual Drawings to 100% CDs
  • Working knowledge of constructability details and ability to recognize cost saving opportunities of Multiple Trades
  • Possess detailed knowledge of Trade Specific Scope without having specific information on Design Documents
  • Ability to communicate and manage Trade Contractors for Scope-specific Proposals
  • Ability to communicate internally & externally with Operations, Precon Staff, Trade Contractors & Owners, A/E
  • Focus on Risk Management regarding qualifications, scope and constructability issues
  • Manage Team Members in compiling comprehensive budgets and GMP
  • Communicate with Operations Team regarding site logistics/GR’s/GC’s to be incorporated into estimate
