Job summary

LS Black Constructors in Saint Paul, MN seeks a Senior Preconstruction Manager to oversee preconstruction services, prepare and present estimates, and manage the preconstruction process across design-build and negotiated projects.

You will mentor junior estimating staff, lead bid day activities, manage risk and margin plans, and collaborate with clients, owners, and the design team to win high-value opportunities.

Qualifications

  • Extensive knowledge of preconstruction processes.
  • 5+ years of experience in estimating/preconstruction on federal construction projects.
  • Bachelor's Degree in Construction Engineering or Construction Management or equivalent work experience.
  • Strong presentation skills and ability to sell.
  • Strong written and verbal communication skills.
  • Strong analytical, problem solving, organizational, and time management skills.
  • Self-starter and motivated with minimal supervision.
  • Strong computer skills including Microsoft Office, database estimating software, and 2D takeoff software.
  • Demonstrates experience in driving productive relationships with internal and external partners.

Responsibilities

  • Provide training, mentoring and leadership to younger estimating, preconstruction, and operations staff.
  • Lead preconstruction and estimating processes on Must Win and premier projects to LS Black.
  • Work closely with Directors of Preconstruction to sell LS Black and the estimate on design build and negotiated projects.
  • Manage the preconstruction process while fostering a team environment.
  • Oversee and lead all estimate types and make sure all project deadlines are met.
  • Oversee General Conditions and Margin Plan for all estimates they are lead on.
  • Manage project risks and fees during the preconstruction process.
  • Perform quantity takeoff in 2D environment if needed to help meet deadlines.
  • Finalize professional & comprehensive publications at completion of each preconstruction milestone.
  • Lead "Real Time" estimating process on design build and negotiated projects.
  • Read and interpret project specifications, drawings, geotechnical reports, Predesigns, and narratives to understand project requirements and scope.
  • Participate in bid day activities including leveling / reviewing bids, leading overall bid processes, entering vendor bids into estimate, and preparing bid forms / Preconstruction Deliverables.
  • Utilize current and past cost history & cost reports to review and complete estimates.
  • Assist Directors of Preconstruction on constructability reviews, page turns, and strategy sessions.
  • Lead and manage internal budget Estimate reviews and final Estimate shakeout.
  • Follow Core Processes as required and needed per each project.
  • Oversee administrative duties for company preconstruction systems and software.
  • Review and approve criteria/information to be included in trade packages / scopes of work completed by operations and preconstruction staff.
  • Lead subcontractor and supplier proposal analysis, bid leveling and detailed tabulation completion.
  • Review all value analysis / engineering logs for accuracy, constructability, & Means and Methods.
  • Interact with clients, owners, design team partners, subcontractors, and material suppliers.
  • Participate in presentations to internal management and external clients in pursuit of new work.
  • Develop and review system analysis on structural, exterior skin and mechanical systems.
  • Lead feasibility studies on life cycle cost of a building with Design Team.
  • Review all special conditions cost not in GCs like cranes & Winter / Weather Conditions cost.
  • Review all questions to external and internal partners on estimates, proposals, and bids.
  • Perform yearly performance evaluations and quarterly conversations.
  • Participate in subcontractor buyout process if needed. Review and approve all vendors selected thru buyout process before they are verbally awarded or sent contracts.
  • Assist Director of Preconstruction to maintain technology to improve LS Black profitability.
  • Review Sprints with Directors of Preconstruction to determine which ones to use.
  • Engage operations and field staff to develop more economical ways to construct our projects.

Role Description

The Senior Preconstruction Manager will oversee preconstruction services, prepare, lead, and present estimates and proposals along with managing our preconstruction services on all project procurement types with the Directors of Preconstruction and Chief Estimator. Develop relationships through the preconstruction processes to promote Business Development.

Qualifications
Required
  • Extensive knowledge of preconstruction processes.
  • Bachelor's Degree in Construction Engineering or Construction Management, or equivalent work experience required.
  • 5+ years of experience in estimating/preconstruction on federal construction projects.
  • Thorough knowledge of Unformat, CSI, and unit pricing costs.
  • Strong presentation skills and ability to sell.
  • Strong written and verbal communication skills.
  • Strong analytical, problem solving, organizational, and time management skills.
  • Ability to prioritize and multi-task within time constraints.
  • Self-starter and motivated with minimal supervision.
  • Strong computer skills including Microsoft Office, database estimating software, and 2D takeoff software.
  • Demonstrates experience in driving productive relationships with internal and external partners.
Preferred
  • DBIA certified.
  • Licenses / Certifications: OSHA 30, First Aid, LEED AP.
Physical Requirements
  • Must maintain regular and reliable attendance at a level acceptable to the company, including the ability to work holidays, evenings, or weekends as necessary.
  • Prolonged periods of sitting at a desk and working on a computer in a standard office environment.
  • Occasional sitting, standing, bending, walking, and lifting as required.
  • Regular visits to construction job sites, which may expose the employee to dirt, dust, uneven surfaces, outdoor weather conditions, and extreme temperatures.
  • Ability to move around prospective and active project sites, including climbing ladders, walking on uneven surfaces, walking long distances, and climbing stairs.
