Job description

Job Opportunity: Senior Precinct Planning Technician

The County of San Diego's Registrar of Voters has a current opening for a Senior Precinct Planning Technician. Interviews will take place during the week of June 9th, 2025, with job offers issued shortly after the interviews are complete.

This vacancy is located at the County Operations Center in Kearny Mesa. The list created may also be used to fill future vacancies.

Job Responsibilities
  • Prepare and maintain detailed Geographic Information System (GIS) data using ArcMap and election data management systems.
  • Support voter record maintenance, parcel/street address updates, polling place management, precinct planning, and district coding for electoral purposes.
  • Direct Precinct Planning Technicians, oversee temporary election workers, and manage poll recruiters.
Ideal Candidate

The ideal candidate will have experience with complex technical mapping, maintaining detailed maps and election data, thematic mapping for voting location analysis, precinct and district boundary planning, and knowledge of federal, state, and local election laws. Experience with ADA compliance for polling places is a plus.

Hiring Process & Timeline
  • Job offers and background checks commence after interviews. Current County employees may be exempt from additional background screening.
  • Pre-employment medical screening occurs approximately three days after a successful background check.
  • The anticipated start date will depend on medical screening completion or a mutually agreed date.

If not selected for this position, there may be opportunities to apply for future openings.

Minimum Qualifications
  • College-level certificate in ArcMap or similar software (minimum 12 semester units) from an accredited institution, or foreign equivalency, or recognized trade school; AND
  • Three (3) years of GIS application experience or clerical experience supporting elections; OR
  • Two (2) years as a Precinct Planning Technician with San Diego or similar county.

Conditions of Employment

Prospective candidates will undergo background checks (including fingerprinting) and medical screening before employment. Additional investigations may be required based on job duties. Current employees may be exempt from some screening.

Working Conditions

Expect occasional overtime, weekend work, driving up to 125 miles daily, outdoor work in various weather conditions, and potential exposure to chemicals and pesticides. Duties may include working with a detection dog team.

Evaluation Process

Applicants will be scored and placed on a nine-month employment list based on their application and supplemental questionnaire responses, which are evaluated automatically. Qualified candidates will be reviewed individually for final selection.
