Job summary

Harkcon, Inc. is seeking a mission-focused SME Program Manager to lead CISA International efforts, serving as the on-site PM and single point of contact to the Contracting Officer and COR. The role directs all contractor work and ensures timely, high-quality delivery of mission support services.

The position is in the National Capital Region with hybrid telework and on-site duties at DHS/CISA Arlington, VA. A TS clearance and strong federal program management background are required.

Qualifications

• Bachelor's degree or higher required.
• 8+ years of experience in complex programs or federal engagements.
• Ability to lead cross-functional teams and advise senior stakeholders.
• Experience with staffing, cost, schedule, and risk management.
• Strong English communication with government stakeholders.

Responsibilities

• Manage task-order scope, schedule, cost, quality, staffing, risk, subcontractor coordination, and deliverable performance.
• Serve as single point of contact to the Contracting Officer and COR; provide direction to contractor personnel.
• Prepare and maintain the Project Management Plan and WBS, management controls, QA, configuration management, risk management, and subcontractor processes.
• Prepare kickoff agendas and briefing; document minutes and actions; follow up on Government direction.
• Deliver Monthly Status Reports and participate in Program Management Reviews addressing progress, staffing, attrition, schedule, funding, and risks.
• Maintain staffing plan including availability, retention, and continuity strategies.
• Develop and annually update the Business Continuity Plan to ensure continuity during emergencies.
• Provide strategic advice and recommendations to strengthen CISA International mission support.
