Job description

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit‑miles of high‑voltage transmission lines, dispatching power from hundreds of generating units across the state. The NYISO’s Interconnection Studies department invites applications for a full‑time Senior Planning Engineer who will coordinate, perform and review technical studies related to the interconnection of proposed new generation, transmission and load facilities to the New York State transmission system. The role also involves coordinating with other NYISO departments, responding to customer and regulator inquiries, and assisting in the development or review of documents such as tariffs, manuals and reliability standards. A Senior Planning Engineer provides high‑level technical guidance to other System and Resource Planning staff and departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Reviews proposed project facilities, including the conceptual design for interconnection to the NYS transmission system and associated modeling data.
• Prepares and/or reviews base cases used in interconnection studies.
• Provides technical coordination with others involved in interconnection studies, including customers, transmission owners and consultants.
• Performs or reviews technical analysis (power flow, short circuit, deliverability, and/or stability analysis) for interconnection studies.
• Evaluates and identifies any system upgrade or deliverability upgrades required for proposed projects and develops cost estimates for the identified upgrades.
• Prepares and/or reviews interconnection study reports and associated documentation.
• Leads and/or participates in project study meetings.
• Participates and presents at stakeholder meetings as appropriate.

QUALIFICATIONS

• Bachelor’s Degree in Electrical Engineering or a related technical field required; Master’s Degree desired. Concentration in power systems preferred.
• Minimum of five years experience in power system planning or design, or planning and/or design of transmission system facilities.
• Knowledge of the following software tools is desired:
• Power Flow (Siemens PTI PSS/E & PowerGEM TARA)
• Steady‑State Analysis (PowerGEM TARA program or equivalent)
• Stability (primarily PSS/E)
• Short Circuit (primarily ASPEN)
• Knowledge of reliability standards and practices related to power system planning and design.

ADDITIONAL REQUIREMENTS

• Ability to read, analyze and interpret complex documents; respond effectively to sensitive inquiries or complaints; write presentations and articles using prescribed techniques or style; make persuasive presentations on complex topics to top management and public groups.
• Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory.
• Intermediate competency in Windows operating environment using MS Office applications, e‑mail and internet programs.
• Apply principles of logical or scientific thinking to a wide range of intellectual and practical problems; deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) and a variety of abstract and concrete variables.
