Job summary

The NYISO is seeking a Planning Engineer to coordinate and perform interconnection studies for proposed generation, transmission, and load facilities within the New York State grid. The role emphasizes data review, base-case preparation, and technical coordination with customers and stakeholders.

Ideal candidates have 3+ years in power system planning or design and familiarity with power-flow, short-circuit, and stability analysis tools such as PSS/E, PowerGEM, and ASPEN.

Qualifications

  • Bachelor's degree in Electrical Engineering or closely related field.
  • 3+ years in power system planning or design, especially transmission facilities.
  • Experience with transmission planning tools and interconnection studies.

Responsibilities

  • Review proposed project facilities and conceptual designs for interconnection to the NYS transmission system.
  • Prepare base cases for interconnection studies and document study reports.
  • Coordinate with customers, transmission owners, consultants, and stakeholders on studies.
  • Lead or participate in project study meetings and present at stakeholder sessions.

Job description

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO's Interconnection Studies department invites applications for a full-time Planning Engineer.

The Planning Engineer will coordinate, perform and review technical studies related to the interconnection of proposed new generation, transmission, and load facilities to the New York State transmission system. They will review proposed project facilities, including conceptual design and modeling data; prepare base cases for interconnection studies; and provide technical coordination with stakeholders such as customers, transmission owners, consultants, and others.

ESSENTIAL DUTIES and RESPONSIBILITIES
  • Reviews proposed project facilities including the conceptual design for interconnection of the project to the NYS transmission system and associated modeling data provided for the project.
  • Prepares base cases to be used in interconnection studies.
  • Provides technical coordination with others involved in the performance of interconnection studies and interconnection facility studies.
  • Performs or reviews the technical analysis (steady state, short circuit, and/or stability analysis, etc.) for interconnection studies.
  • Evaluates and identifies any system upgrade facilities and/or system deliverability upgrades required for proposed projects and develops cost estimates for the identified upgrades.
  • Prepares and/or reviews interconnection study reports and associated documentation.
  • Leads and/or participates in project study meetings.
  • Participates and presents at stakeholder meetings as appropriate.
Qualifications include
  • Bachelor's Degree in Electrical Engineering is required; a concentration in power systems preferred.
  • 3+ years of experience in the areas of power system planning or design, especially planning or design of transmission system facilities preferred.
  • Experience with computer programs used in transmission planning or interconnection studies such as power flow, short circuit and/or transient stability.
  • Knowledge of the following software tools is desired:
    • Power Flow (Siemens PTI PSS/E & PowerGEM TARA)
    • Steady State Analysis (PowerGEM TARA program or equivalent)
    • Stability (primarily PSS/E)
    • Short Circuit (primarily ASPEN)
  • Knowledge of reliability standards and practices related to power system planning and design.

The position will be filled at the level (i.e. Associate Engineer (0-3 years of experience), Engineer (3-5 years of experience), or Senior Engineer (5+ years of experience)) appropriate with experience and qualifications.
