About The Role

This is an exciting opportunity to lead payroll compliance efforts at Masco Corporation! As the Senior Payroll Compliance Program Manager, you will be the organization’s enterprise payroll compliance subject matter expert on federal (FLSA) and state payroll regulations, with deep expertise in California labor and compensation laws. You will set the compliance vision and governance model for pay practices, develop compliant and scalable system and process solutions, and provide executive‑ready risk insights. Your work will be pivotal in reducing regulatory exposure and strengthening internal controls and sustained adherence to corporate policies and laws at national, regional, and municipal levels.

Key Responsibilities
  • Act as the enterprise guide on FLSA and California labor time laws, establishing standard interpretations and mentoring employees throughout the company.
  • Lead the regulatory change process for payroll compliance by tracking and interpreting updates, translating requirements into a company‑wide action plan, and prioritizing policy, process, and system improvements.
  • Provide enterprise mentorship and final consultative support on pay practices, time‑keeping rules, wage deductions, and tax‑related matters aligned with risk appetite and audit readiness.
  • Provide strategic leadership with collaborators to expand the compliance roadmap across adjacent domains such as EEO, Pay Transparency, and GDPR, ensuring cohesive governance and enterprise communications.
System Requirements, Configuration & Testing
  • Lead cross‑functional projects with HRIS, Payroll Operations, IT, Finance, Legal, and external vendors to define system requirements that enable compliant, scalable pay calculations.
  • Serve as the compliance development authority for configuration, testing and implementation of payroll system updates such as SAP, Workday, and UKG/ADP, ensuring solutions meet regulatory intent and are auditable.
  • Establish and lead enterprise control standards for system logic and time‑keeping/payroll settings, ensuring alignment with FLSA and state requirements.
Audit & Compliance Assurance
  • Develop and lead an enterprise audit program across time‑keeping, payroll transactions, meal and rest‑break compliance, wage statements, garnishments, and taxation practices, defining audit cadence and reporting standards.
  • Direct complex investigations, assess root causes, quantify risk, sponsor corrective‑action plans, and track remediation through closure.
  • Provide strategic support for internal controls, SOX compliance, and audit engagements, including executive summaries.
Training, Communication & Collaborator Education
  • Develop and coordinate a compliance education plan for HR, managers, supervisors, and payroll staff on FLSA, California wage and hour regulations, and compliant time‑keeping practices.
  • Communicate compliance standing, new risk areas, system change consequences, and process optimizations to executives and guide resource allocation.
Process Improvement & Risk Mitigation
  • Lead process‑improvement initiatives to reduce compliance risk, improve accuracy, and increase automation; define metrics and monitor outcomes.
  • Serve as a strategic change leader for new legislation, policies, and system upgrades, crafting roadmaps and advising on trade‑offs.
Additional Responsibilities
  • Provide functional leadership to the Payroll team by mentoring, setting standards, and supporting critical issues, ensuring compliance oversight during busy times or shortages.
Qualifications
Required
  • Over 8 years of experience in payroll compliance and operations, strong expertise in FLSA and California wage and hour regulations, and proven responsibility for managing enterprise compliance programs.
  • Experience leading multi‑state payroll compliance initiatives in a medium‑to‑large organization, influencing collaborators across HR, IT/HRIS, Legal, Finance, and Operations.
  • Strong analytical and risk‑assessment skills, including audit methodology, regulatory interpretation, risk quantification, and senior‑leader communication.
  • Expertise in major payroll/time‑keeping platforms such as Workday, SAP, ADP, and UKG, with experience managing requirements, controls, testing, and validation.
  • Excellent communication and influence skills; ability to translate complex regulations into business decisions, build consensus, and sustain adoption through governance and training.
Preferred
  • CPP or FPC certification.
  • Experience establishing compliance governance and partnering with Internal Audit, Legal, and Finance.
  • Experience in industries with high‑volume hourly workforces such as manufacturing, distribution, media, and aerospace.
