Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an Operation Test and Evaluation Engineer SME to lead and execute OT&E activities for CBP and DHS programs in the DC area. You will design tests, coordinate with government clients, and ensure compliance with DHS directives throughout the lifecycle.

You will develop test plans, manage teams, analyze results, and prepare reports for DHS S&T leadership. Hybrid onsite work is available in the DC region, with potential travel.

Qualifications

• U.S. citizen able to obtain CBP background investigation.
• Bachelor's degree in Systems/Electrical/Computer Science or related field.
• 10+ years in test design, data analysis, and statistics.
• Experience with homeland defense technologies and border surveillance.
• Strong written and verbal communication skills; able to travel up to 20%.
• On-site work requirement based on client needs.

Responsibilities

• Lead, plan, conduct and analyze tests of homeland defense technology systems.
• Coordinate with government clients to translate mission needs into test objectives.
• Develop TEMPs and detailed test plans aligned with DHS directives.
• Collaborate with CBP and DHS stakeholders to align testing with objectives.
• Prepare OT reports and briefings for leadership and S&T.
• Chair test events, design reviews, and risk/deficiency boards.
