Job description

Position: Application Development Analyst (Oracle PL/SQL Developer)

Duration: Estimated 1880 hours per year

This role focuses on application development using Oracle Forms, Oracle PL/SQL, PHP, and Classic Microsoft ASP (3.0). You will be responsible for supporting ongoing maintenance to ensure the stability of applications within the DEP portfolio. You may also be assigned to other projects and applications as needed.

Required Tasks:

1. Provide maintenance, enhancement, and support for various agency business applications.
2. Assist in the preparation and documentation of program requirements and specifications.
3. Research and document user requirements.
4. Develop, translate, and code software applications as per specifications.
5. Maintain and develop user manuals and guidelines.
6. Collaborate with network administrators, system analysts, and software engineers to resolve software issues.
7. Provide mentorship to junior programmers.

Minimum Qualifications:

1. 7+ years of experience with Oracle databases, including complex queries and PL/SQL database objects (DML & DDL).
2. 5+ years of experience developing Oracle Forms.
3. 3+ years of experience with SQL performance tuning.
4. 3+ years of experience as a full-stack developer.
5. Experience in application reporting using PHP and/or Classic ASP 3.0.
6. Experience with code repositories (preferably Git).
7. Experience with continuous integration tools (preferably Jenkins).
8. Knowledge of relational database design.
9. Understanding of Information Systems Development Methodology (ISDM).
10. Experience with database query tools (TOAD, SQL Developer, SQL Navigator).
11. Knowledge of database security (role-based security).
12. Experience with Unified Modeling Language (UML).
13. Ability to work independently and prioritize tasks effectively.
14. Strong ability to work under pressure and meet deadlines.
15. Excellent interpersonal, collaborative, and communication skills.

Preferred KSAs:

1. Oracle certification(s).
2. Experience with Agile methodologies (Scrum, XP, Kanban).
3. Web development experience with XML and CSS.
4. Knowledge of environmental regulatory business processes.
5. Familiarity with DEP’s technical environment.
