DNI Emerging Technologies is currently seeking an experienced Senior Software Developer to support the U.S. Transportation Command Commercial Operations Integrated System (USTRANSCOM COINS).

About COINS

The Commercial Operations Integrated System (COINS) is a multi-user, online information system that supports contracting, budgeting, and analysis for the airlift augmentation program. It manages contractual documents, records support requirements, solicits and evaluates offers from air carriers, and executes contractual agreements for airlift services supporting DoD transportation needs.

Position Overview

We are looking for a skilled Oracle Database Administrator (DBA) with experience in Oracle 19c, AWS RDS, and Java microservices using Spring. The role involves managing modern database environments, supporting microservices architecture, and working closely with development teams to optimize database performance and reliability.

Key Responsibilities

1. Administer and maintain Oracle 19c databases on-premises and in AWS RDS.
2. Design and support high-availability database architectures for Java/Spring microservices.
3. Collaborate with developers to optimize queries, stored procedures, and access logic.
4. Automate database operations using scripts and AWS tools.
5. Implement backup, recovery, and disaster recovery strategies.
6. Monitor and optimize database performance and indexing.
7. Participate in schema design and data modeling.
8. Enforce best practices for database security, scalability, and resiliency.
9. Support version control and CI/CD for database changes.
10. Maintain comprehensive documentation of database environments.

Qualifications

• 4+ years of experience as a Software Engineer with web development focus.
• Security+ certification (or IAT level II equivalent).
• 5+ years of experience as an Oracle DBA, with expertise in Oracle 19c.
• Hands-on experience with AWS RDS for Oracle.
• Familiarity with microservices and their interaction with databases.
• Proficiency in Java, Spring Framework (Spring Boot, Spring Data JPA).
• Knowledge of Hibernate ORM, query tuning, and transaction management.
• Experience with SQL, PL/SQL, and Oracle development tools.
• Competence with DevOps tools (Terraform, Jenkins, Git).
• Strong skills in database performance tuning, indexing, and partitioning.
