Job summary

Jobtailor seeks an experienced Oracle APEX developer to plan, coordinate, and implement data modernization projects for Virginia’s vital statistics systems. You will create new APEX pages, strengthen security for PII/PHI, and improve UI experiences across VVESTS.

Responsibilities include sustaining the platform, supporting Birth/Death/Screening registries, and collaborating with state and federal partners while maintaining HIPAA compliance and performance.

Qualifications

• 5 years of experience with Oracle 11g/18c/19c databases.
• 5 years of strong SQL and PL/SQL experience
• 5 years of experience with JavaScript or jQuery
• 5 years of experience with Oracle APEX
• Oracle PL/SQL Web Toolkit experience desired (1 year)
• RESTful and SOAP Webservices experience desired (1 year)

Responsibilities

• Plan, coordinate, develop, and implement data modernization projects related to vital statistics and vital records
• Create new Oracle APEX pages and application components
• Strengthen security controls for sensitive PII and PHI data
• Improve user experience through modern UI capabilities
• Ensure long-term sustainability of the VVESTS platform
• Support enhancements to the Virginia Vital Events and Screening Tracking System, including the Birth Registry, Death Registry, and Screening Registry
• Integrate with state partners and federal agencies as needed
• Maintain security standards, system performance, and HIPAA compliance
