Job summary

Virginia Department of Health (VDH) is seeking a Programmer Analyst 3 to support data modernization initiatives, focusing on Oracle APEX development for VVESTS—the Virginia Vital Events and Screening Tracking System. The role requires handling sensitive PII/PHI data and working within a hybrid arrangement at Richmond, VA.

Responsibilities include planning, developing, and implementing data modernization initiatives, enhancing Oracle APEX apps, and ensuring security controls and scalability

Qualifications

• 5+ years of experience with Oracle 11g, 18c, or 19c databases.
• 5+ years of strong SQL and PL/SQL experience.
• 5+ years of experience with JavaScript or jQuery.
• 5+ years of Oracle APEX development experience.
• Experience developing, enhancing, troubleshooting, and maintaining database-driven enterprise applications.

Responsibilities

• Design, develop, test, and implement Oracle APEX pages and application components.
• Develop and maintain Oracle database solutions using Oracle 11g, 18c, and 19c.
• Write, troubleshoot, and optimize SQL and PL/SQL code.
• Develop user interface functionality using JavaScript or jQuery.
• Support application modernization, enhancement, and maintenance activities.
• Implement secure application functionality for systems containing PII and PHI.
• Troubleshoot application and database issues.
• Support integrations with internal, state, and federal systems.
• Contribute to application performance and user experience improvements.
• Develop scalable and maintainable Oracle APEX solutions.
