Job summary

Heartland Consulting seeks a Senior Operations Research Analyst to support Navy warfighting analysis, modeling, and decision-making. This role demands expertise in OR, optimization, stochastic modeling, and simulation, with strong Navy operations experience.

You will develop, evaluate, and present actionable recommendations for senior Navy and DoD leadership, using Python, MATLAB, R, and C++. An active TS/SCI clearance is mandatory, and the position is based in Norfolk, VA.

Qualifications

• Bachelor's degree in a relevant field (Master's preferred).
• 10+ years applying OR methods to defense or Navy-related problems.
• Proven expertise in stochastic modeling, optimization, simulation, and statistics.
• Proficient with Python, MATLAB, R, or C++.
• Ability to conduct independent research and present to senior leaders.
• Active TS/SCI clearance is mandatory.

Responsibilities

• Formulate quantitative analyses for Navy warfighting capability studies.
• Apply modeling, stochastic processes, optimization, and simulation to operations.
• Conduct statistical analysis including data collection and cleaning.
• Use Python, MATLAB, R, and C++ for simulation and predictive modeling.
• Develop stochastic models to evaluate performance and risk.
• Perform optimization studies for resource allocation and mission planning.
• Deliver written reports and briefs for Navy leadership.
• Collaborate with Navy/DoD teams on mission engineering and systems assessments.
