Defense Information Systems Agency (DISA) in Washington, D.C. seeks a cost analyst at the GG-14 level to conduct lifecycle cost analyses and develop advanced cost estimation methods for complex systems.

The role requires briefing senior leadership and establishing costing policies to support high-impact programs. Qualified candidates will have a degree in operations research or related fields with substantial math/statistics coursework and relevant experience in cost estimation and life-cycle

Qualifications

• Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
• At least 3 of the 24 semester hours must have been in calculus.
• To qualify at the GG-14, must have at least one year of experience with life-cycle cost analyses, advanced cost estimation methodologies, and briefing senior leadership.

Responsibilities

• Conducts cost analyzes and/or estimates on data collected using approved techniques from various sources to determine baseline lifestyle cost for automated information systems, programs and projects.
• Compiles data to calculate future life-cycle costs using reports of cost data findings in formats prescribed by the customer.
• Originates plans and establishes costing policy to assure that appropriate programs, projects and services are accomplished in the most efficient, expeditious, and economic manner to meet the unique and special needs of the organization.
• Develops cost estimate sources, methods, controls, and projections using a variety of techniques including modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships.
• Prepares and provides comprehensive briefings and presentations on analytical findings and recommendations to the Agency management officials.
• Performs broad range of analyses for difficult to-define, controversial, new, or novel systems/functions of major agency, national or international impact.
