Prevailance, Inc. in Norfolk, VA seeks an Operations Research Senior Analyst to apply OR and OA methods in support of NATO capability development and decision-making.

The role involves cost, risk, and schedule analyses, stakeholder engagement, and development of briefings for senior leaders. Responsibilities include performing Course of Action analyses, engaging with NATO and industry partners, and producing analytical reports and evidence packages for review with NATO Headquarters stakeholders.

Qualifications

• Requires 3+ years combined experience in military Operations Research, Operational Analysis, or Data Science supporting policy development, capability development, or acquisition
• Experience designing and facilitating structured stakeholder engagements to elicit objectives, assumptions, measures, risks, preferences, and expert judgment
• Experience engaging technical and non-technical stakeholders across multiple levels of seniority
• Experience within last 5 years determining OR/OA requirements, scoping analytical problems, developing analysis plans, and delivering outputs for senior decision-makers
• Experience developing data collection and analysis plans or assessment frameworks with MOEs and MOPs
• Experience gathering evidence and assessing effectiveness using OR/OA methods in defense-domain issues
• Experience identifying, eliciting, assessing, analyzing, and communicating uncertainty and risk in capability/portfolio decisions
• Experience producing or working with cost and schedule estimates and methodologies
• Experience working within a strategic or operational military command or multinational organization
• Experience within last 10 years supporting project/program decisions through analytical assessment in complex environments
• Proficiency with Microsoft Office and collaboration tools
• English proficiency equivalent to STANAG 6001 SLP 3333
• Active NATO SECRET or National SECRET clearance

Responsibilities

• Conduct Course of Action analyses using OR/OA methods to support capability development and inform programmatic direction
• Plan and conduct qualitative and quantitative assessments of operational effectiveness, including cost-effectiveness and risk-benefit analyses
• Engage with NATO and national research organizations and industry to assess operational effectiveness of alternatives
• Develop RFIs and surveys for NATO nations, NGOs, and industry
• Analyze risks and develop risk-management approaches
• Develop and document comparative assessments of cost, risk, schedule and operational effectiveness
• Develop decision briefs and presentations for decision-makers
• Produce analytical reports for Capability Program plans and NATO stakeholders
• Document lessons learned to improve OA practices
