CTR Management Group, LLC (CTRMG) seeks a Principal Contract Specialist / Program Manager to lead acquisition support for the Navy at Portsmouth Naval Shipyard in Kittery, ME. This full-time, onsite role reports to the Director of Program Management and requires U.S.

citizenship and installation access. You will provide program leadership, oversee personnel, coordinate workloads, and ensure contract performance and regulatory compliance.

Qualifications

• Bachelor's degree required; Business degree preferred.
• Minimum eight (8) years of government contracting experience.
• Minimum three (3) years of government supervisory experience.
• DAWIA Contracting Professional Certification or equivalent.
• DAWIA Program Manager Advanced Certification or equivalent.
• Expert knowledge of federal contracting laws, regulations, policies, and complex acquisition procedures.
• Proficiency in Microsoft 365, including advanced Microsoft Excel functions and financial analysis.
• Extensive proficiency with FPDS-NG, SAM.gov, GSA acquisition sites, and PIEE applications.
• U.S. citizenship and ability to meet installation access requirements.

Responsabilités

• Oversee acquisition support activities for Navy contracts.
• Serve as primary contractor point of contact for KO, COR, and government reps.
• Coordinate personnel assignments, workloads, schedules, and deliverables.
• Provide senior-level oversight of pre-award, award, and post-award contracting.
• Review complex acquisition strategies, solicitations, pricing analyses, and contract actions.
• Ensure compliance with FAR, DFARS, Navy policies, and contractual requirements.
• Monitor personnel performance, productivity, and procurement milestones.
• Lead training and mentorship of acquisition personnel.
• Maintain communication with government representatives and CTRMG leadership.
