Scope of Project
The Mississippi Department of Human Services (MDHS) is seeking an experienced Senior Natural/ADABAS Developer to support the METSS System Support Team responsible for the statewide Child Support System. The selected consultant will participate in the enhancement, maintenance, modernization, and support of critical child support applications while assisting with integrations to other platforms and automation of existing business processes.
The ideal candidate will possess extensive experience in Natural and ADABAS development, large-scale enterprise systems, Linux environments, and child support systems. The consultant will collaborate with technical teams and business stakeholders to deliver scalable, reliable, and compliant solutions supporting the agency's mission-critical operations.
Responsibilities
- Analyze, design, develop, maintain, and support enterprise applications utilizing Natural and ADABAS technologies.
- Develop and execute Natural batch and online processes using JCL and/or SCL.
- Support enhancement and maintenance activities for the statewide Child Support System.
- Participate in modernization initiatives and integration efforts with external systems and platforms.
- Provide technical leadership and subject matter expertise regarding application architecture and system design.
- Analyze business and technical requirements and translate them into effective software solutions.
- Troubleshoot production issues and implement corrective actions to ensure application stability.
- Develop, maintain, and update technical documentation, procedures, policies, and operational processes.
- Train end users and support staff on system functionality and business processes.
- Recommend system and process improvements to increase efficiency, reliability, and automation.
- Participate in an on-call support rotation and provide occasional after-hours support as required.
Required Skills & Experience
- 10+ years of programming experience utilizing Natural and ADABAS.
- Experience executing Natural processes in batch environments using JCL/SCL and supporting online applications.
- 2+ years of experience analyzing, designing, and developing large or complex projects within large-scale Linux environments.
- 4+ years of experience supporting automated Child Support Systems.
- 3+ years of experience providing system architecture expertise and technical guidance.
- 3+ years of experience recommending enhancements to systems and business processes.
- 3+ years of experience creating and maintaining technical and operational documentation.
- 3+ years of experience training end users on software applications and processes.
Preferred Qualifications
- Knowledge of child support policies, procedures, and federal/state compliance mandates.
- Experience interpreting and implementing federal and state mandates within Linux-based systems.
- Experience working in Agile/SCRUM environments.
- Experience using Jira Software.
- Strong verbal and written communication skills.
- Strong presentation, facilitation, and stakeholder engagement skills.
- Ability to manage multiple projects and priorities simultaneously.
- Experience modernizing legacy systems and migrating to newer technologies.
