Job summary

ClearanceJobs is seeking a seasoned Program Manager to provide technical and programmatic oversight for a Commercial Internet Services program. You will ensure scheduling, resource management, and delivery of contractual obligations, aiming for cost efficiency, flexibility, and scalability through a Network as a Service (NaaS) model.

The role requires leading large programs across CONUS, managing vendors, and translating technical needs into executable plans.

Qualifications

• Minimum 10 years demonstrated experience managing large IT or telecommunications programs, including dispersed programs across CONUS.
• US Citizen – able to obtain a Public Trust.
• Strong understanding of WAN technologies and commercial Internet solutions.
• Proven success in vendor management, contract oversight, and performance monitoring.
• Bachelor's Degree.
• Exceptional communication, leadership, and stakeholder management abilities.
• Proficiency in project management methodologies and tools.
• Ability to translate technical requirements into actionable program plans and deliverables.
• Preferred: DoD or federal government network programs.
• Master's Degree.
• PMP or equivalent program management certification.
• Familiarity with large-scale education/training networks.
• Strong understanding of Network as a Service (NaaS).

Responsibilities

• Manages multiple and/or large programs to ensure implementation and prescribed activities meet objectives.
• Manages work activities for multiple programs to ensure satisfying delivery.
• Manages planning, scope definition, design, execution, and delivery.
• Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management.
• Responsible for managing activities of external consultants and/or vendors.
• In-depth understanding of the field's concepts and principles.
• Leads and directs the work of other employees with full authority for personnel decisions.
• Supervision may be provided through a team of subordinate supervisors and/or managers.
• Administers departmental policies and procedures, evaluates results and performance, and assists with budgets, plans or policies.
