Job Description

The Ohio Department of Health (ODH), Office of Information Management Systems, is seeking an experienced MuleSoft Integration Developer / Architect to provide enterprise integration development and architecture support.

This is a hands-on technical role responsible for designing, developing, modernizing, securing, governing, and supporting enterprise MuleSoft integrations. The consultant will work with enterprise architects, business analysts, developers, and other technical teams to deliver scalable and reusable integration solutions.

A major focus of this position will include MuleSoft API modernization, CloudHub 2.0 migration, JVM 17 compatibility, FIPS 140-3 compliance, API-led architecture, performance optimization, and enterprise integration governance.

Work Arrangement

Hybrid: The candidate must attend all in-person meetings required by the project teams. Currently, onsite attendance is approximately once every two weeks, but this may change based on project requirements.

Key Responsibilities

MuleSoft Development & Integration

Design, develop, deploy, and maintain integrations using MuleSoft Anypoint Platform.
Design and implement API-led connectivity using Experience, Process, and System APIs.
Develop reusable and scalable APIs and integration components.
Develop complex transformations and mappings using DataWeave 2.0.
Identify opportunities to improve integration modularity, maintainability, and reusability.
Troubleshoot complex MuleSoft application and integration issues.

Enterprise Integration Architecture

Design, document, and govern enterprise MuleSoft integration architectures.
Develop and maintain enterprise architecture artifacts, including:
- API design standards
- Architecture diagrams
- Integration specifications
- Data transformation and mapping standards
- Integration policies
- Security controls
- Runbooks
- Architectural position papers
Establish and enforce API governance, versioning, lifecycle management, and reusable integration standards.
Develop enterprise-scale integration roadmaps and migration plans.
Collaborate with enterprise architects and application teams to ensure integration solutions align with organizational architecture standards.

Electronic Lab Data Architecture

Assess the existing Electronic Lab Data ingress architecture.
Identify performance bottlenecks, latency issues, throughput limitations, and reusability gaps.
Design an improved integration architecture that increases throughput and reduces latency.
Develop modular and reusable integration patterns to support future scalability.

CloudHub 2.0 Migration

Plan and execute the migration of MuleSoft APIs to CloudHub 2.0.
Develop migration strategies designed to minimize disruption to downstream systems and API consumers.
Validate API functionality and integrations following migration.
Implement CloudHub 2.0 networking, deployment, monitoring, and operational best practices.
Troubleshoot deployment and runtime issues associated with the migration.

JVM 17 & FIPS 140-3 Compliance

Upgrade and modify MuleSoft APIs to support JVM 17 runtime requirements.
Update integrations to meet FIPS 140-3 compliance requirements.
Implement secure API development practices and appropriate security controls.
Support integration security using technologies and standards including:
- OAuth 2.0
- TLS
- Mutual TLS (mTLS)
- API policies

Performance & Monitoring

Monitor integration performance using MuleSoft platform capabilities.
Identify and resolve performance, latency, throughput, reliability, and scalability issues.
Utilize Anypoint Monitoring, Visualizer, and API Analytics to monitor and troubleshoot integrations.
Proactively identify performance bottlenecks and recommend architectural improvements.

Testing & Quality

Develop and maintain MUnit automated test suites.
Validate API functionality, error handling, resilience, and regression coverage.
Support testing during platform upgrades, migrations, and integration changes.

Collaboration & Knowledge Transfer

Work with business analysts, enterprise architects, developers, and stakeholders to translate business requirements into technical integration solutions.
Participate in Agile/Scrum delivery activities.
Mentor State IT staff on MuleSoft development, architecture, troubleshooting, and platform best practices.
Share technical knowledge and contribute to continuous improvement of integration standards and platform governance.
