Job summary

Contracting Resources Group (CRG) seeks a senior Monitoring and Evaluation Specialist IV to support the U.S. Department of State’s DRL ALE activities in Washington, DC.

The role provides senior technical guidance in MEL, applied research, and learning across HRDF-funded programs and others. The candidate will collaborate with DRL leadership, grants officers, and international partners to strengthen performance measurement, strengthen monitoring practices, and translate findings into program

Qualifications

• 12+ years of professional MEL design and implementation experience.
• Experience with U.S. federal funding agencies and their partners.
• Strong knowledge of government evaluation policies and reporting requirements.
• Expertise in data collection instrument design and data quality assessment.
• Excellent written and verbal communication across diverse stakeholders.

Responsibilities

• Develop DRL's evaluation strategy and learning agenda.
• Provide technical direction on MEL approaches for DRL-funded programs.
• Design and oversee qualitative and quantitative research and evaluations.
• Coordinate external evaluations with evaluators, researchers, and partners.
• Promote evidence-based decision making across international programs.
