Job summary

Orbis is seeking an experienced Measure of Effectiveness Officer – Full Performance to lead qualitative research and program evaluation for a client in the US Intelligence Community. You will design research, collect data, and analyze results to produce actionable recommendations for mission-focused outcomes.

The role involves coordinating with senior stakeholders, presenting findings, and developing operational proposals.

Qualifications

• Active TS/SCI clearance with Poly required.
• Bachelor’s degree required.
• Minimum 5 years’ IC experience.
• Ability to design a research project, lead data collection, and build data visualizations for strategic level KPIs.
• Ability to extract insights from social media and various open source and proprietary data sources.
• Experience developing presentations and briefings for middle and senior management.
• Excellent oral and written communication with data visualization.
• Proficiency with MS Excel, PowerPoint, Tableau, PowerBI, or similar tools.
• Ability to work independently and in a team environment.
• Regional expertise in Latin America.

Responsibilities

• Develop and implement research designs with practical strategies for evaluating strategic communications.
• Apply operational knowledge to enhance project planning, design, and implementation.
• Design and conduct survey research, including instrument development and analysis.
• Analyze qualitative and quantitative information to provide insights for leadership.
• Prepare reports and presentations for senior leadership with findings and recommendations.
• Brief senior-level customers on plans, status, findings, and recommendations.
• Generate operational proposals based on findings and recommendations.
