Overview

AMERICAN SYSTEMS is seeking a highly motivated former senior military officer with strong research, analytical and writing ability for a challenging position supporting the Joint Staff Force Structure, Resources and Assessment Directorate (J8). This position is in support of the Joint Staff J8 Forces Division.

Responsibilities

As a Senior Military Analyst, you will:

• Implement the global force management framework (FMF) through the development of the Directed Readiness Tables (DRT).
• Develop the process and methodology for determining unmet global wartime demand to identify force elements that may require SecWar-directed readiness.
• Extract data from the Joint Capabilities Requirements Module (JCRM), Defense Readiness Requirements System (DRRS), Assignment tables, Availability tables, and other force management and readiness-related databases to populate the DRT.
• Interact with Service and force providers at all levels to verify force element data in the DRT.
• Parse force element deployment timeline information from various time-phase force deployment data to use as the demand signal in the DRT.
• Develop and implement changes to the DRT to provide SecWar and other leadership with visible transparency of risk to mission and risk to force.
• Provide various DRT-related analytic products including historical changes in force element DRT binning, inventory, and wartime demand requirements.
• Conduct analysis supporting an update to the FMF, an FMF tabletop exercise (TTX), and resulting changes to the current and future DRT.
• Analyze requests for forces sourced for selected past operations to support potential force management framework revision and DRT binning.
• Analyze the frequency and quantities of force elements requested in selected real-world operations to help identify potential changes to the Immediate Response Force and potential force elements to add or delete from the DRT.
• Analyze the potential impact of using the IRF given OSW and CCMD priorities.
• Provide data to support a TTX that examined various courses of action for developing a new/updated FMF and the resulting framework for the FY29 DRT/DRT next.
• Analyze fighter squadron inventory and home location by fighter type.
• Identify the supply and demand of fighter aircraft during campaigning.
• Analyze assignment distribution of fighter squadrons from the assignment tables from 1980-present.
• Correlate changes in assignment with Unified Command Plan events.
• Review the yearly Global Force Management Allocation Plan for sourcing the DRT’s Immediate Response Force and Contingency Response Force.
• Contribute inputs to the directed readiness chapter of the Global Force Management Implementation Guide.
• Review Secretary of War Orders Books for changes in sourcing the DRT during execution.
• Access and utilize DoW information systems in support of assessments including: ETMS2, DRRS, JTIMS, JLLIS, KM/DS, ADVANA, Enterprise AI tools.
• Monitor or attend working groups and forums including: O6 and GO/FO Integration, Functional Capabilities Boards, Joint Combat Capability Assessment Group, Battlespace Awareness Working Groups.
• Conduct and complete required training in the Joint Knowledge Online (JKO) portal.
• Manage American Systems weekly and monthly reports.

Qualifications

• Current Top Secret (TS) Clearance with eligibility for Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
• Master’s degree from an accredited college or university or BA/BS degree with completion of Joint Professional Military Education Program.
• Must have the ability to synthesize national strategic documents (National Military Strategy, National Defense Strategy, etc.) and understand how these documents guide strategic operational plans.
• Must be able to establish credibility through familiarization with the U.S. Code as well as DoW and CJCS policy, doctrine and guidance to tactfully brief, advise or respond to queries from senior leaders (GO/FO/SES).
• Must be able to proficient in DoD enterprise applications, including: Microsoft 365 suite (including Excel, Word, PowerPoint and Teams) Enterprise Task Management Software Solution (ETMS2), Defense Readiness Reporting System (DRRS), Joint Training Tool (JTT), Joint Lessons Learned Information System (JLLIS), Knowledge Management and Decision Support (KM/DS) information system, ADVANA, Donovan AI and other enterprise information systems.
• Must have superior research, analytical and writing abilities to be able to interpret, synthesize, and present results and recommendations via detailed written reports to senior military and civilian decision makers.
• Require 15 or more years military experience with a working knowledge of the Joint Force (military doctrine, planning and operational employment of forces).
• Staff experience at the OSW or Joint Staff level is required.

Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $175,000.00/Yr. - USD $195,000/Yr. Actual compensation will be determined based on several factors permitted by law.
