Senior MILCON Program Manager: Joint Posture Infrastructure

Job summary

ANSER seeks a Military Construction Program Manager to support JPMO on Guam, coordinating with DoD and other agencies to plan, synchronize, and facilitate posture infrastructure programs. You will ensure projects meet timelines and deliver analysis and leadership across divisions.

The role requires 7+ years MILCON program management, COR experience, and strong scheduling, cost control, and contracting skills; you will lead cross-functional teams to deliver timely infrastructure projects.

Qualifications

• Bachelor’s degree in engineering or related discipline.
• Experience as a Contracting Officer’s Representative (COR).
• Minimum of 7 years’ MILCON program management experience.
• Expertise in scheduling, cost control, cost estimating, construction management, QA, and budget management.
• Strong contracting skills including pre-award, RFPs, contract awards, and post-award management.
• Knowledge of DB, DBB, FFP, and CP contract types.
• Experience with a DoD Design and Construction Agent is preferred.
• Ability to coordinate across multiple agencies and stakeholders.

Responsibilities

• Assess project complexity, feasibility, and timelines for posture infrastructure projects.
• Perform technical analyses of sequencing, schedules, and acquisition strategies.
• Identify critical path items and develop mitigation strategies to expedite timelines.
• Coordinate project execution across division branches and relevant organizations.
• Facilitate data collection and analysis to advance posture infrastructure programs.
• Develop and deliver execution briefings for multiple audiences.
• Provide back-up to division leadership and support strategic branches.
