Job summary

The role requires a PhD in natural sciences or engineering, 5+ years in foreign assistance, and the ability to navigate complex international collaborations, with a Secret clearance favored.
Qualifications
- PhD in natural sciences or engineering required.
- 5+ years of post-graduate foreign assistance experience.
- Experience leading technical and non-technical staff.
- Experience with the research-funding process and peer-review panels.
- U.S. citizenship and ability to obtain/maintain a Secret clearance.
Responsibilities
- Strategic leadership for the MERC Program staff.
- Coordinate proposal reviews and convene the MERC Committee.
- Oversee technical activities including site visits, monitoring, and evaluations.
- Identify implementation mechanisms and partnerships in public and private sectors.
- Advise DOS and other agencies on science and technology cooperation.
