Job summary

The Norwegian Refugee Council (NRC) seeks an experienced MEAL Manager for Palestine to lead MEAL strategy, SOPs, and budgeting, ensuring minimum MEAL standards are met. The role collaborates with programme leadership to advance learning, evaluation planning, and data-driven decisions across offices.

The role requires strong MEAL expertise in humanitarian settings, capacity building with partners, and proficiency in English.

Qualifications

• Minimum 6 years of MEAL experience, including managerial roles in NGO or international organisations.
• Bachelor’s degree in Statistics, Information Systems Management, Social Sciences, Development Studies, or a related field.
• Strong MEAL principles and current approaches in relief and development settings.
• Experience with mobile and online data collection systems and data management.
• Experience coordinating with UN system, INGOs, donors, and local authorities.
• Advanced in spoken and written English.

Responsibilities

• Design theories of change, MEAL tools, and indicators with Programme and Advocacy teams; ensure MEAL plans are developed and implemented.
• Develop logframes during program design and proposal development processes.
• Contribute to CO-level MEAL procedures, policies, and guidance to institutionalise MEAL across the mission.
• Promote MEAL as a strategic priority by contributing to country strategy processes and supporting programme Specialists in using MEAL data.
• Support NRC Palestine’s implementing partners with best MEL practice and ensure alignment of systems and reporting.
• Institutionalize learning moments with systems to analyze data and support programme managers in learning for strategic decisions.
• Act as the in-country focal point for programmatic digital systems and ensure data governance compliance.
• Harmonize monitoring approaches across area offices for consistent reporting.
