Job summary

Harkcon, Inc. is seeking a Maritime Training Program Manager to lead a complex federal training and workforce-performance initiative in a maritime or regulated technical environment.

The role entails coordinating schedules, people, risks, deliverables, and performance data while helping the customer progress from initial qualification to sustained job performance. The position is primarily remote with occasional on-site work in Washington, DC, and Yorktown, VA.

Qualifications

• Four-year degree in Engineering or Business; PMP required if degree is in another field.
• Six years of experience managing and delivering complex projects.
• Experience applying project-management methods to schedules, risks, deliverables, and executive reporting.

Responsibilities

• Lead day-to-day program execution and coordinate stakeholders, instructors, analysts, and support personnel.
• Develop and maintain integrated project plans, schedules, milestones, action logs, risk registers, decision records, and status reports.
• Translate requirements into work packages, priorities, assignments, and measurable outcomes.
• Coordinate analysis and improvement of qualification pathways, job-performance requirements, training materials, assessment methods, and processes.
• Facilitate working sessions, reviews, and decision meetings; prepare agendas, materials, minutes, and follow-up actions.
• Monitor cost, schedule, staffing, quality, dependencies, and customer information; propose corrective actions.
• Oversee documentation quality and configuration control for plans, requirements, and training materials.
• Use data from training, qualification, workflow, and issue-tracking systems to identify performance gaps and support customer decisions.
• Coordinate with geographically dispersed organizations and support periodic on-site activities at customer facilities.
