We value sound judgment, clear communication, accountability, and practical solutions that help customers accomplish their missions.

We are seeking an experienced Program Manager to lead a complex federal training and workforce-performance initiative in a maritime or other regulated technical environment. The successful candidate will coordinate schedules, people, risks, deliverables, customer decisions, and performance data while helping the customer improve how personnel progress from initial qualification through sustained job performance.

Location: This position is primarily remote, with occasional work at federal customer facilities in Washington, DC, and Yorktown, Virginia. Ability to attend required on-site activities is essential.

*** This position is contingent upon award of a contract to Harkcon***

Key Responsibilities
  • Lead day-to-day program execution and serve as the principal point of coordination for customer leaders, technical specialists, instructors, analysts, and support personnel.
  • Develop and maintain integrated project plans, schedules, milestones, action logs, risk registers, decision records, and recurring status reports.
  • Translate operational and training requirements into manageable work packages, priorities, assignments, and measurable outcomes.
  • Coordinate analysis and improvement of qualification pathways, job-performance requirements, training materials, assessment methods, and supporting business processes.
  • Facilitate working sessions, reviews, and decision meetings; prepare agendas, read-ahead materials, briefing products, minutes, and follow-up actions.
  • Monitor cost, schedule, staffing, quality, dependencies, and customer-furnished information; elevate issues early and recommend practical corrective actions.
  • Oversee documentation quality and configuration control for plans, requirements, analytical products, training-support materials, and executive communications.
  • Use data from training, qualification, workflow, and issue-tracking systems to identify performance gaps and support customer decisions.
  • Coordinate with geographically dispersed organizations and support periodic on-site activities at customer facilities.
  • Coordinate administration of enterprise competency-management and collaboration systems, including user training, guidance, data maintenance, and access permissions.
  • Oversee technical-support requests, monitor resolution, and coordinate escalation of unresolved issues.
Required Qualifications

  • Demonstrated experience managing a military, maritime, transportation, public-safety, industrial, or other regulated technical training program.
